The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

Program Description


The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS, and emerging infectious diseases.


The Cancer Data Sciences Initiatives (CDSI) group in CRTP works collaboratively to accelerate cancer research with a focus on building effective use of innovative data and scalable computing. CDSI works to guide development of future computational infrastructure and workforce capabilities needed to address key cancer research challenges. This focus includes predicting treatment outcome, reducing bias, and shortening the time it takes for new treatments to be developed. The group’s efforts leverage some of the largest computers in the world using machine learning and artificial intelligence to create insights that can be applied at local cancer treatment centers, these insights improve quality of life and outcomes for all cancer patients. Within CDSI, the Scientific Computing group fosters and enables NCI investigator teams to use scientific computing independently and helps to shape the organizational capacity to support scientific computing to enable NCI research.


Key Roles/Responsibilities


  • Oversees development of associated documentation in accordance with project requirements and team standards
  • Oversee incorporation of methods to employ remote compute capabilities to support use of models in drug discovery, machine learning, image analysis, and natural language processing
  • Develop technical roadmap to meet strategic goals and objectives of the portal system. Evolve the roadmap to meet anticipated future requirements and infrastructure needs
  • Effectively utilize staff and subcontractors to successfully deliver stable and attractive graphical user interface
  • Responsible for design and development of a scalable resource portal system designed to support a FAIR (Findable, Accessible, Interoperable and Reusable) predictive model ecosystem emphasizing use of machine learning, cloud computing and HPC systems
  • Collaborate and communicate with CDSI leadership to assure timeline, goals, milestones, and system features are aligned with expectations
  • Responsible for robust implementation of the software system, working with CDSI staff, project managers and subcontractors to assure and maintain quality and reliability
  • Execute a DevOps approach to support ongoing feature and capability development for user interface and associated APIs
  • Set clear expectations assuring accountability and forward progress with the development team
  • Contributes to test, debug, deploy and optimize web application solution using agreed upon standards and tools
  • Review code developed by other team members and provide feedback to ensure best practices
  • Employ a service oriented architecture (SOA) enabling interoperability with other online systems utilizing REST APIs, such as the Predictive Oncology Model and Data Clearinghouse
  • Develop and communicate team priorities that support the CDSI goals. Align strategy, processes, and decision-making across teams


Basic Qualifications


To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:


  • Strong communications skills, both oral and written
  • Familiarity with data interchange formats, e.g., JSON, XML
  • Experience with using, designing, and developing Application Programming Interfaces (APIs)
  • Creativity and solution building skills
  • Experience with Source Control systems, e.g., GitHub, SVN
  • Experience with REST API implementations
  • Excellent organizational and time management skills
  • Proficient programming skills with MYSQL, SQL, Java, HTML. PHP, CSS, Drupal, Django, NodeJS, and Rest framework
  • Must be able to obtain and maintain a security clearance
  • Experience in the design, development, and testing of software in a production environment
  • Experience working in a Web UI / UX development environment
  • Ability to work independently to achieve desired goals based on a broad description of the issues and clear definition of the required outcome
  • Possession of a Bachelor’s degree in computer science, information systems or a related field from an accredited college or university according to the Council for Higher Education Accreditation (CHEA(. Foreign degrees must be evaluated for US equivalency
  • In addition to the education requirement, a minimum of six (6) years of related experience and a minimum of four (4) years in a leadership/management role is required


Preferred Qualifications


Candidates with these desired skills will be given preferential consideration:


  • Experience as an Agile Scrum Master
  • Experience with data and metadata management systems handling big data
  • Possession of a Master’s degree
  • Experience with object storage technologies and cloud computing, e.g. Amazon S3 and EC2
  • Experience with continuous integration tools, e.g. Jenkins, Travis
  • Knowledge of scientific workflows
  • Experience with RESTful web services
  • Database experience (RDBMS, Graph, etc.): use, creation, maintenance
