Job Description
The Senior Transportation Operations Technician is responsible for performing transportation operations plan preparation, calculations, and quality assurance reviews. Serves as the resident project representative on transportations operations projects such as bituminous paving, grading, bridge, crack filling, seal coating, culvert repairs, sign replacements, pavement markings, and signal improvements. Performs annual NHI bridge safety inspections. The Senior Transportation Operations Technician also aids and may lead the survey crew during construction and topographic surveys. This position will also provide 24/7 snowplow assistance during the winter months and assist the sign/signal shop and traffic management center operations as needed. May perform similar duties as assigned. This position is subject to DOT drug and alcohol testing under 49 CFR Part 382 and 49 CFR Part 40. TYPICAL DUTIES AND RESPONSIBILITIES: Works closely with Contractors, the Public and other Public Agencies. Performs various types of surveys, including but not limited to: preliminary, route, topographical, hydraulic and construction using the following or combination thereof: conventional survey equipment, a Total Station-Data Collector, and GPS equipment. Inspects construction projects for compliance with MnDOT and Carver County Specifications for Road and Bridge Construction. Maintains detailed records of the following: pertinent project activities, Contractor daily operations, quantities of material received or used, survey notes, material test results, elevations and/or locations of project installations. Interprets Plans and Specifications for the Contractor and clarifies discrepancies or deviations from specified construction procedures. Provides field measurements of elevations and/or alignments for the Contractor and verifies accuracy of project installations. Performs laboratory testing on samples of materials used in construction to ensure compliance with Specifications. Prepares plans, proposals and technical drawings of construction projects using CADD software (AutoCad/Microstation) to applicable state aid and county standards. Performs and manages the inspection of in-service bridges on the County and Township Road System and may be the designated MnDOT Bridge Team Leader for the Division. Works with other computer related items such as the Internet, Microsoft Word and Excel, SIMS bridge management software, State Aid Needs, ESRI Arcmap, Cartegraph Pavement, Sign, Striping and Culvert Management Software. Other software as needed or instructed. Prepare and/or assist with construction related reports on projects. May provide limited training and work direction to seasonal interns or Civil technicians. Maintain effective working relationships with other public officials, staff, and the public. Inspection and field collection of the location and attributes of the assets maintained by the Public Works Division. Work with the Public Works Division Director to build and maintain the Public Works teamwork environment to maintain and build effective working relationships with other public officials, staff, and the public. The employee is responsible for maintaining a safe environment for self and others and is accountable for such as described in the Carver County Personnel Policy. Regular attendance is essential to the maintenance of a smooth and consistent workflow of the employee s responsibilities and the functions of the department. Support the Sign/Signal Shop/Traffic Management Center as deemed necessary. Perform snow and ice removal duties during the winter. Support the Asset Inspector as deemed necessary.
