The Global Trade Organization, within the Anti-Corruption, Trade, and Risk Management (ATR) group of Microsoft's Business Operations team (MBO)is responsible for global export compliance for Microsoft’s products, services, and technology.

The Global Trade Organization team owns and manages export control processes, ensuring compliance with all applications laws and regulations and provides export subject matter expertise internally and externally.

The Senior Manager, Trade Compliance & Analysis serves as a senior manager for the trade compliance governance team, responsible for supporting investigations, analysis, and subsequent remediation of potential trade sanctions and export controls risks and/or breaches identified across the organization, facilitating governance and conducting analysis to identify optimization opportunities, managing coordination with Microsoft’s internal audit staff for trade matters, as appropriate, including providing responses to general audit requests and issue resolution, and coordinating with the trade leadership on ad-hoc trade compliance projects, as appropriate.

Responsibilities


The Senior Manager of Trade Compliance & Analysis will proactively address immediate Trade-related compliance needs and build longer term plans to address emerging regulatory changes. This individual will take a strategic view in driving beyond the day-to-day and help to build a robust plan for today and for tomorrow while implementing and driving for continuous improvements in processes and structure to pave the way for innovation and growth by setting standards and priorities, identifying, and solving for potential process gaps.

  • Ensure goal alignment across groups which may include internal teams and partners.
  • Provide support to legal team and coordinate with internal trade team on investigations related to potential trade violations (e.g., Voluntary Self-Disclosures, internal audit and/or quality control findings).
  • Partner closely with and support the Microsoft export compliance and trade screening teams on any risks, gaps or opportunities identified through their processes.
  • Identify and escalate issues which may not be addressed by current policies or standards, and support the development and implementation of possible solutions, especially emerging regimes, and programs.
  • Maintain awareness of trade regulatory changes and support the trade teams and stakeholders in timely implementation of new procedures and/or enhanced due diligence programs in order to comply with changing in laws and regulations.
  • Act as the main point of contact for sanctions list management and sanctions screening issues, by proactively identifying regulatory compliance and/or operational issues, analyzing the current screening lists for optimization and efficiency opportunities.
Audit
  • Serve as the primary contact in Trade Governance for trade-related matters raised in business functions to drive completion within the Trade Team.
  • Plan for review of trade controls, compliance reviews, and audits supporting Microsoft's government-controlled programs. Identify areas for improvement, provide feedback to staff and auditors, and support teams in execution of corrective action plans.
  • Evaluate internal trade controls and business-owned trade controls for adequate design and effectiveness.
  • Manage a repository of previous audit/continuous internal testing results and actions taken as a parameter to guide further development of Global Trade Controls.
  • Serve as primary contact for Microsoft’s internal audit staff for trade matters, including providing responses to general audit requests, issue resolution, and Management Action Plans (MAPs).
Reporting
  • Help the team provide appropriate data-collection efforts for regulatory obligations. Manage trade-related risk analysis, setting metrics, and defining the requirements for trade solutions. Ensure data availability for government reporting. Manage and contribute to the research, development, and implementation of reporting and insights across the enterprise.
Compliance
  • Draft memos for clients and stakeholders detailing risks and mitigation measures.
  • Support the business engagement team through sanctions/OFAC/export control reviews, including transactional lookbacks, process improvements, system tuning, and segregation.
  • Regulatory reporting, management reporting, operational metrics, visibility, communication, and sharing achievements.
  • Work closely with other Global Trade partners, Internal Audit, Engineering and business unit customers and partners to provide subject-matter expertise and support related to Office Foreign Assets Control (OFAC) and other country sanctions programs, as well as U.S. export control laws and regulations.
  • Perform compliance reviews and investigations, identifying trade-related risks or concerns and propose remediation solutions.
  • Provide guidance and ensure compliance with sanctions laws and export control laws (including end-user and end-use regulatory requirements).
Stakeholder Engagement
  • Provide consultation to stakeholders, as needed, on investigation and Trade compliance matters to various business functions.
  • Brief both trade and business leadership on identified issues and risks, escalations (as needed), and performance metrics.
Process Improvement
  • Drive efficiencies for trade processes by monitoring feedback (e.g., from internal controllership), determine needed updates, institute policy changes by overseeing updates for procedures, and provide executive communication updates. Challenge the norms; test and verify. Drive innovation across the organization to support process improvement.

Qualifications

Required/Minimum Qualifications:

  • OR Master's Degree in Business Administration, Law, or related field AND 3+ years corporate, trade, or supply chain experience
  • OR equivalent experience.

  • Bachelor's Degree in Business Administration, Law, or related field AND 4+ years corporate, trade, or supply chain experience in an export compliance function
    • OR Master's Degree in Business Administration, Law, or related field AND 3+ years corporate, trade, or supply chain experience
    • OR equivalent experience.


Additional or Preferred Qualifications:

  • Experience managing audits, trade investigations, or voluntary self-disclosures
  • Certification with ECTI (similar export certification program) or equivalent
    • OR in-country professional trade certifications or licenses.
  • Additional language skills are a plus
  • OR in-country professional trade certifications or licenses.
  • Experience with system and process design
  • Knowledge of U.S. export laws and regulations and U.S. denied parties and sanctioned country laws and regulations, including OFAC and other country trade regulations
  • Demonstrated use of business data to identify and quantify risks and prioritize remediation and mitigation
  • Working understanding of risk management and internal control frameworks and a solid understanding of the concepts of control design and operational efficiency
Import Export Trade IC4 - The typical base pay range for this role across the U.S. is USD $91,800 - $178,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $117,900 - $195,000 per year.
