Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities


The Director, Supply Chain currently reports to the Senior Director of Business Operations. MSTS manages and operates the National Nuclear Security Sites (NNSS) for the Department of Energy (DOE). NNSS has offices across the country, including Southern Nevada; Santa Barbara and Livermore, California; Washington, D.C.; and Albuquerque and Los Alamos, New Mexico.


The Supply Chain directorate is comprised of Procurement and Prime Contracts. Supply Chain organization is committed to provide a globally Integrated Supply Chain solution that leverages standard business processes and tools, optimizes organizational capability, minimizes waste, improves predictability, and delivers comprehensive value to MSTS.


The Director provides leadership and operational management of Supply Chain operations. Partners with internal peer organizations, the Nevada Field Office (NFO), NNSA’s program organization, National Weapons Laboratories, governmental and military agencies, regulators, and other stakeholders.


Key Responsibilities


  • To position MSTS to assume new business opportunities, will have leadership responsibility to implement and coordinate efforts to find efficiencies, control and reduce the cost of operations at the site.
  • Responsible for timely procurement of supplies, materials, equipment, design and construction, work for others, staff augmentation, training, and consulting services, with an annual contracting spend of $265m
  • Manage risk and opportunities to drive divisional and enterprise strategy
  • Drive a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility
  • Promote and actively participate in integrated health and safety programs; champion initiatives; encourage and support employees' participation in health and safety initiatives
  • Must embrace and model the Company values and expected behaviors with a commitment to operational excellence
  • Coordinates multiple programs/projects or a major function with a significant responsibility for staff, material, budgets, and/or capital resources that may have an impact to mission or financial success of the Company
  • Integrate with key functional organizations to plan and execute mission programs
  • Hold direct and indirect managers and individual contributors accountable to Company policies, procedures, and behaviors and core values
  • Coordinates functional capabilities through long-range planning to accomplish present and future mission.
  • Lead a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities under his/her purview
  • Responsible for Integrated Project Team efficacy for programs and projects under his/her purview
  • Manage appropriate staffing levels to plan and execute project controls function
  • Execute annual expense budget planning and implementation
  • Responsible for the overall performance, efficiency and direction of a division
  • Serve as an official Company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the general public in the community of the establishment
  • Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated
  • Establish and lead effective and efficient objectives, policies, and procedures
  • Lead a team of ~80 employees and $11M budget
  • Demonstrate environment, safety, health, and quality leadership and consistently enforce environment, safety, health, and quality policies and procedures. Implement applicable environment, safety, health, and quality requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility. Take immediate action to correct reported or observed unacceptable environment, safety, health and quality conditions and/or behaviors. Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely. Promote and actively participate in the MSTS safety concept. Support and encourage employee participation in MSTS environment, safety, health, and quality initiatives
  • Coordinates functional capabilities through strategic planning to accomplish present and future mission
  • Performance of individual’s organization has significant impact on MSTS’ reputation
  • Actively assist in defining technologies, competencies, and skills required to develop and accomplish services
  • Develops coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives


Qualifications


Required


  • Ability to obtain a Department of Energy Q Clearance (position will be cleared to this level
  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience leading supply chain and procurement organizations
  • Change Agent; proven ability to identify and implement large-scale improvement/change initiatives to improve customer satisfaction and efficiency of a Supply Chain organization
  • Proven ability to develop macro supply chain strategies and effectively execute said strategies
  • A successful supply chain leader with a strong record of accomplishment in government (FAR) and commercial industry
  • Gets results
  • Experience managing people in diverse, demanding environments; ability to effectively lead, mentor, and motivate teams, partner with, and influences all organizational levels
  • Proven ability to systematically identify organizational management strengths and opportunities and execute improvement plans


Preferred
  • Must possess a valid driver’s license.
  • Knowledge of NNSA Programs missions and technologies, weapons systems development, weapons engineering, and stockpile management
  • Ability to make sound decisions based upon limited information
  • Innovative and have good problem-solving skills
  • Breadth of experience and ability to recognize, inspire and motivate others to perform well
  • Bachelor’s degree in a business related field or equivalent training and experience.
  • Work schedule: Monday - Friday 8am-5pm (subject to change)
  • The primary work location will be at the North Las Vegas office at Losee Road.
  • Ability to enhance productivity and performance through appropriate mentoring and training
  • Ability to delegate, and to set expectations and to monitor delegated activities to closure
  • Familiarity with DOE/NNSA sponsors, partners, stakeholders and NNSS customers
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives

Q-level Clearance Language


MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Annual salary range for this position is: $206,315.20 - $340,412.80


Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
