As a Senior Criminal Intelligence Analyst (Research Analyst 4) with the Oregon Department of Justice, Criminal Justice Division, you will work closely with law enforcement and public safety agencies to provide premier strategic analytical services to Oregon. The Oregon Analytical & Criminal Investigative Services Section (ACISS) is responsible for providing law enforcement agencies with tactical and strategic intelligence research and analysis and operational support for criminal investigations and threat mitigation. The analytical component is entrusted with detailed law enforcement sensitive information relating to ongoing criminal investigations, which requires maintaining the highest level of security and confidentiality.
DUTIES AND RESPONSIBILITIES (in part)
You’ll be entrusted to:
  • Provide training to law enforcement agencies and other analysts on new and existing or analytical techniques, procedures and processes directly related to strategic intelligence tradecraft.
  • Coordinate with ACISS program staff and various local, state, and federal agencies regarding analytical support and strategic information acquisition and distribution.
  • Provide leadership and mentoring for ACISS staff and partner agencies in pursuit of the highest level of support to statewide law enforcement and public safety officials.
  • Present oral and/or written briefings on strategic analysis of mission specific intelligence products or criminal activity; develop visual graphs and charts to support findings.
  • Establish and maintain key partnerships with law enforcement, public safety, public health, and other agencies relevant to the position mission.
  • Ensure operational effectiveness and efficiency, and compliance with department, state, and federal rules, procedures and laws governing criminal intelligence and other classified law enforcement information.
  • Give testimony at administrative hearings, in courts of law, and before grand juries.
  • Maintain and query databases, spreadsheets, and automated computer programs as needed or required to perform analytical duties.
  • Collect, gather and evaluate criminal intelligence information from law enforcement agencies and other sources as needed for completion of assigned intelligence projects.
  • Compile information into a logical form and graphically link specific intelligence information relating to associations of individuals, organizations, events, vehicles, addresses and social media and other information system based.

REQUIRED EXPERIENCE AND SPECIAL REQUIREMENTS
  • Must be able to obtain and maintain a US Department of Homeland Security secret clearance.
  • A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects. OR
  • Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.
  • Must pass a computerized criminal history and driver and motor vehicle services check, as well as clear a comprehensive background investigation and employment check (Criminal Justice Division and FBI).
Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)
Finalists must be U.S. Citizens and will be subject to a computerized Criminal History and Driver and Motor Vehicle Services check as well as a thorough background investigation. Adverse background data may be grounds for immediate disqualification.
DESIRED AND REQUESTED SKILLS AND ATTRIBUTES
  • Skill in conducting or contributing to risk and/or threat assessments or reports.
  • Proficiency in MS Excel, MS Word, and MS PowerPoint.
  • Skill in collaborating with other agencies or stakeholders toward a common goal.
  • Experience in providing high level mission briefings to elected officials and key stakeholders.
  • Ability to provide training and presentations to law enforcement agencies and other analysts.
  • Experience identifying and reporting trends based on your research.
  • Experience compiling data to support investigations.
  • Experience working with Criminal Intelligence information.
  • Experience in emergency operations and incident command systems.
  • Preferred experience with Critical Infrastructure Systems/Awareness.
