Job Description
Duties
This position is located within the immediate staff of the Assistant Attorney General for the Office of Legislative Affairs (OLA) in Washington D.C.
As Senior Counselor, The incumbent acts as an attorney advisor to the Assistant Attorney General in the determination of policy and decisions with respect to complex legal problems and legislative policies that arise in the performance of special projects.
Primary Responsibilities Include But Are Not Limited To
  • Preparing written reports for the attention or signature of the Assistant Attorney General on a variety of topics. In this connection, engages in legal and/or legislative policy research appropriate to the issues at hand.
  • Overseeing the work of attorneys and support staff on such projects. Depending on projects, availability, and need, the incumbent may direct the work of up to ten attorneys as well as support staff on special projects at any given time.
  • The incumbent has significant, regular engagement with members of Congress, legislative staff, senior-level officials at other executive branch agencies, and/or private persons and entities of significance or public importance.
  • Defining problems, identifying opportunities, and issues; determining and analyzing relevant facts; determining when and in what way issues should be brought to the attention of the Assistant Attorney General; Consistent with the above, the incumbent represents the Assistant Attorney General on communications with principal officials of the Department, staff members, Congress, and high-ranking officials of other Departments in his/her assigned areas.
  • Planning, coordinating, and overseeing the execution of special projects assigned by the Assistant Attorney General. Such projects may include the pursuit of a legislative agenda, the development of Department policies, and the analysis of Department programs, among others. The incumbent will Monitor progress toward goals related to such projects and periodically evaluates and adjusts such goals.
  • Serving as the Assistant Attorney General's representative in meetings and conferences concerning assigned special projects, outlining policies and issues of a personal interest to the Assistant Attorney General. The Senior Counselor shall advise the Assistant Attorney General on significant legislative and legal issues and outlines options and the consequences.

  • Veterans' preference is not applicable to the Senior Executive Service.
  • You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered.
  • You must be a United States Citizen or National.
  • You will be required to undergo a drug screening and obtain favorable results prior to being appointed.
  • Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file.
  • You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
  • You may be subject to a one-year probationary period effective from the date in which you are appointed.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Qualifications
The application process used to recruit for this position is TRADITIONAL METHOD. The applicant must address the Mandatory Technical Qualifications (MTQs) as separate narrative statements not to exceed 6 pages. Applications without separate narrative statements will not be considered.
We recommend that your application emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the SENIOR COUNSELOR. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.
MTQ 1: Demonstrated experience developing and implementing innovative legislative and policy strategies across a large organization.
MTQ 2: Demonstrated experience advising and assisting high-level officials on complex legal matters and legislative policies.
MTQ 3: Demonstrated experience leading legislative policy development in support of administration objectives within and across the Executive and Legislative branches.
Additionally, your demonstrated leadership ability and the evidence of the Executive Core Qualifications (ECQs) must be addressed as separate narrative statements not to exceed ten (10) pages. Applications without separate narrative statements will not be considered.
Note: Applicants who have completed the SES Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. Candidates must still satisfy the MTQs of the position.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education
Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
