Job Description
Overview:
JENSEN HUGHES is seeking a Senior Consultant to work remotely and is preferably located in Northern or Southern California. The position will provide technical assistance to local, state and federal law enforcement agencies. The position calls for an experienced subject-matter expert (SME) who has broad experience in management of the day-to-day operations of law enforcement agencies as well as experience supervising those responsible for providing law enforcement services to a community. The position will require the ability to travel nationwide to participate in site visits at a client site for a period of time that is typically between 2 to 5 days at a time. International travel might also occur on a less frequent basis.

Responsibilities:
  • Maintain confidentiality, discretion and privacy of client-sensitive information.
  • Deliver the expected results of Jensen Hughes programs and projects within budget, schedule and resourcing constraints.
  • Schedule and assign duties to colleagues, team members and subcontractors on complex programs and ensure assignments are completed as directed.
  • Participate and contribute as a law enforcement subject-matter expert to engagements led by other team members and ensure assignments are completed as directed.
  • Work closely with the Business Development Team to identify business opportunities.
  • With a focus on law enforcement agency assessments, prepare detailed written assessment findings with tactical, fundamental and strategic recommendations based upon risk-driven factors.
  • Work closely with the Communications Team to generate high-quality, high-impact client deliverables.
Qualifications:
  • Working with Civilian Oversight entities established for local or state police agencies.
  • Skills, knowledge and ability to direct and coordinate multiple projects to completion in compliance with contractual obligations while achieving and sustaining high levels of customer satisfaction.
  • Procedural Justice
  • Ability to demonstrate political savvy when assessing local factors impacting the relationships between law enforcement officials, elected officials and other key community stakeholders.
  • Adept at achieving high performance results in a corporate and family environments – including the ability to communicate, collaborate and earn trust with internal stakeholders.
  • Experience providing monitoring or oversight services for local, state or federal consent decree or stipulated agreement projects between local law enforcement agencies and state and federal agencies.
  • Designing and delivering state-certified training courses for law enforcement and non-sworn professional staff personnel, particularly those associated with the following topic areas:
    • Leadership
    • Supervision
    • Field Training Officer (FTO) training
    • Community Policing
    • Use of Force
    • Critical Incident Response, to include the Incident Command System (ICS)

  • Experience conducting analytical research to support site assessments, risk assessments and emergency management plans and programs.
  • Ability to research and write occasional blogs on important law enforcement topics for our firm’s website and for other social media outlets.

  • Command Officer experience in a local, state or federal law enforcement agency (at the rank of lieutenant or above, or its equivalent within an agency).
  • At least 20-plus years’ experience in a law enforcement agency providing professional and complex work focused upon management, operations and supervision services. Our team members have typically served in a variety of command officer positions with a law enforcement agency, to include serving as a Chief of Police. Candidates who have an extensive background providing full-time work in the research and development sections of a law enforcement agency, or who have served full-time in academia in a position associated with administration of justice, are also considered. The following are some of the key work experience areas we seek in those who apply (not a complete list):
  • Experience providing research and analysis within a law enforcement agency.
  • Advanced interpersonal communications skills that inspire trust and confidence with clients. The ability to translate highly technical or complex matters to be easily comprehensible to individuals or groups without technical skillsets or backgrounds.

  • Critical Response expertise (Crowd Control, SWAT, etc.).
  • Ability to maintain positive relationships with clients, colleagues and staff in high-profile and sometimes high-stress circumstances.
  • Ability to write and edit clear and succinct communications for the company's clients and the executive management team.

EDUCATIONAL BACKGROUND

It is preferred that candidates possess a minimum of a Bachelor’s Degree, but it is ideal if they possess a Master’s or a Juris Doctor degree. Successful completion of one or more of the following programs is also very highly desirable:
  • Senior Management Institute Program (SMIP) the Police Executive Research Forum (PERF) organization sponsors
  • The California Commission on Peace Officer Standards and Training (POST) Master Instructor Development Program (MIDP) or the Master Instructor Certification Course (MICC), or a similar program from another state.
  • Federal Bureau of Investigation’s National Executive Institute (NEI) program
  • Federal Bureau of Investigation’s National Academy (NA)
