SENIOR CODE ENFORCEMENT OFFICER

Definition:

Under general direction of the Building Official, administers the City’s code enforcement program, including the identification, investigation and correction of violations of the City’s

Municipal, Building, Zoning, Occupancy, Signage, and Public Nuisance codes; investigates complaints of City Health and Safety Codes and Ordinances; investigates citizen complaints of public nuisances and quality of life issues, and seeks voluntary compliance or issues citations and initiates abatement procedures; and performs related work as assigned.

Essential Job Duties:

The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.

1. Receives, records, and investigates complaints from the public and City staff regarding violations of municipal codes, ordinances, standards, health and safety regulations; documents violations by securing photographs and other pertinent data; researches ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish whether a violation has occurred.

2. Receives and investigates public complaints; conducts on-site inspections and determines existence and type of code violation; investigates and attempts to correct violations of the zoning ordinance and approved permits; prepares cases for court proceedings of unresolved cases; testifies in court actions as necessary.

3. Issues corrective notices and orders to comply for code violations; interprets and explains municipal codes and ordinances to members of the general public, contractors, business owners and other interested groups.

4. Coordinates and conducts follow-up abatement procedures including the preparation of additional correspondence, on-site visits, and communication with property owners and attorneys; conducts follow-up investigations to ensure compliance with applicable codes and ordinances; prepares non-compliance cases for legal action; presents testimony at nuisance abatement hearings.

5. Enforces business license/registration requirements and temporary use permit requirements; inspects pertinent location for violations.

6. Responds to questions and concerns from the general public; provides information as appropriate and resolves complaints.

7. Assists in the identification and citation of environmental crimes.

8. Maintains records and files; prepares a variety written reports, memoranda, and correspondence.

9. Interfaces with the hearing officer and/or City prosecutor and makes court appearances, as necessary.

10. Responds and interfaces effectively with state, county, and local agencies.

11. Attends meetings and participates in discussions of municipal codes and procedures.

12. May perform special project work or additional job functions.

13. Performs other related duties as required.

Minimum Knowledge, Skill and Ability:

Knowledge of:

  • Basic requirements of zoning, building and related codes, ordinances and regulations
  • Occupational hazards and standard safety practices
  • Procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations
  • General plan and zoning processes
  • Principles, practices, methods and techniques, of code violation investigation and enforcement
  • Applicable state, county and local codes and regulations applicable to code enforcement relating to public health, nuisance abatement, code enforcement activities and related municipal enforcement activities
  • Operations, services and activities of municipal government.

Skill and Ability to:

  • Read and interpret construction plans.
  • Research, compile and collect data.
  • Learn and demonstrate a full understanding of applicable codes, ordinances, policies, procedures and work methods regarding zoning, public nuisance, environment, health and safety and business licensing associated with assigned duties.
  • Operate personal computer and related software.
  • Analyze code violations and recommend remedies.
  • Work under stressful situations.
  • Present a positive image of the City to the public.
  • Work weekends and/or holidays, as necessary.
  • Organize and maintain detailed complaint tracking system.
  • Inspect and identify violations of applicable codes and ordinances.
  • Establish and maintain cooperative relationships with those contacted in the course of work.
  • Deal with individuals in potentially adversarial situations.
  • Prepare accurate and detailed documentation of case reports.
  • Communicate clearly and concisely, both orally and in writing.
  • Organizing and prioritizing work and meeting critical deadlines.
  • Read and interpret legislation, municipal and state codes.

Training and Experience:

Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge,

skills and abilities would be education and knowledge of the California Building Codes, training in POST P.C. 832, and experience equal to five years of employment by a public agency as a code enforcement officer, building or housing inspector. A Bachelor’s degree from an accredited college or university is preferred but not required.

Licenses and Certificates:

Possession of a valid California driver's license. Certified Code Enforcement Officer (CCEO) from the California Association of Code Enforcement Officers required within 12 months of employment. Certification in POST P.C. 832 required.

Physical Requirements and Working Conditions:

  • Requires mobility of arms to reach and dexterity of hands to grasp and manipulate small objects.
  • Required to attend periodic evening meetings and/or to travel within and out of City boundaries to attend meetings and conduct investigations.
  • Required to use personal vehicle in the course of employment.
  • Performs lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job.
  • Requires vision (which may be corrected) to read small print.
  • Requires the mobility to stand, stoop, reach and bend.
  • May be required to work within enclosed spaces or at heights above ground level.
  • Required to work evenings or weekends, as necessary.
  • Required to traverse hilly and rocky terrain.
  • Requires the ability to walk long distances.
  • Requires the ability to stand for long periods.
  • May be required to work in inclement weather without effective protection from sun, cold and rain.
