Position Overview

The Illinois Tollway is dedicated to providing and promoting a safe and efficient system of highways while ensuring the highest possible level of service to our customers. The Tollway is a user-fee system – no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.

Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust.

In support of this vision, the Manager of Security plans and provide oversight and program support with security video monitoring systems. Monitors and analyzes video equipment and software utilization and reliability to identify and define problem areas. Provides input in coordinating the construction, modifications, and upgrades of all video systems including purchasing and testing of equipment and replacement parts. Interfaces with other agencies, vendors, and manufacturers technical support personnel resolving issues or identifying areas for future upgrade. Reviews, interprets or develops communication policies and procedures.

Essential Job Functions

Experience with security video monitoring systems, operating systems, and desktop applications in a government setting. Successful attributes include experience providing ability to prioritize and manage a constantly changing workload, clear and effective communication skills both written and verbal, excellent problem solving and analytical skills, strong attention to detail, ability to translate technology to audience in appropriate business-friendly terms, strong time management skills, the ability to work both independently and in a collaborative team environment a knowledge of information security best practices. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

  • Develops and fabricates specialized electronic equipment for the purpose of collecting electronic evidence.
  • Prepares investigative reports relating to the need, purchase, and installation of electronic surveillance equipment.
  • Review construction contracts and drawings that require physical security input regarding badge access, security camera installations or asset protection needs. Plans, examines, analyzes, and evaluates the complex installations of electronic equipment for the purpose of monitoring, and collecting evidence at Tollway facilities. Serves as a technical authority and provide training and guidance to other SAS employees engaged in electronic surveillance and investigative work, assuring mission requirements are fulfilled.
  • Conducts tasks related to internal SAS training, that may include, but is not limited to tabletop training events.
  • Ensure the recording solution and cameras are updated and functioning properly so when theft, damage to property, or policy infractions occur they can be documented with video evidence.
  • Utilize velocity reports researching any improper access to secure locations, provide research on any alarms received, and review active badge access for accurate and up to date status.
  • Provide video review investigations and report findings to various Tollway departments and Law enforcement as needed. Assist in investigative responsibilities to include physical surveillance and monitoring.
  • Review and advise on any new security measures including new technology that involve video recording solutions, new camera types, and configuration changes to secure locations.
  • Assist the I.T. department in setting up effective recording configurations that include recording frame rates, motion sensitivities, and setting park positions on the best camera viewing angles.
  • Provide security minded resource to the Tollway to best maintain a safe and secure working environment while safeguarding assets and employees.
  • Plans, examines, analyzes, evaluates and supervises the Tollway security operations, inclusive of physical security assets.
  • Maintains electronic surveillance equipment through scheduled maintenance and repair.
  • Conducts various tests on components, equipment, and software during installation to ensure components are working properly and in accordance with Tollway specifications
  • Serves as the liaison with the Illinois State Police, public law enforcement, fire and other agencies as it relates to technical security at the Tollway and/or Tollway personnel.
  • Receives, prioritizes, and responds to technical support calls and request in a timely manner; maintain accurate documentation; creates knowledge base and frequently asked questions documentation; may coordinate with vendors or other staff for required services and issue resolution.
  • Provides assistance in the installation, configuration, performance monitoring, testing and/or troubleshooting of assigned technology systems and equipment.
  • Updates and maintains technical documentation regarding specifications, system settings, accounts, procedures, plans and/or schedules; provide basic user training and update support documentation
  • Perform other duties as assigned.
  • Prepares reports and records for management team. Evaluates current procedures, practices and precedents for accomplishing the Tollway activities and functions relative to security.

Qualifications

Education and Experience (Required):

  • Must possess a valid Illinois driver's license.
  • Four years of experience utilizing the fundamentals of typical computer systems, operating systems, applications, and peripherals. Two years must have included IT work experience in hands-on or remote end-user technical support environments.
  • Ability to analyze, appraise and recommend technical security measures.
  • No felony or Class A misdemeanor convictions.
  • Ability to effectively communicate orally and in writing.
  • Comprehensive knowledge of security/loss prevention standards and principles including physical and technical security measures, threat management techniques, fraud detection and prevention and the Authority's security system.
  • Graduate from a college or university with major work in criminal justice, security management government or public administration or related fields, or equivalent combination of (5) five years’ experience and training.


Education and Experience (Preferred)

  • Experience working with Security Video Monitoring Systems
  • Experience working with an IT department in a local government setting
