Job Description

Duties

  • Perform audits, inspections and testing to ensure the organization and facilities are complying with safety regulations.
  • Use knowledge of federal fire codes, OSHA Standards, National Fire Protection Association (NFPA) and other regulations to implement plans and procedures to comply with these standards.
  • Provide training to employees, assist in development of Job Hazard Analyses, conduct safety tailgates, implement new strategies for a safe working environment for all employees.
  • Use computer software to research, write reports and compile data to be shared with supervisor and managers.
  • Study and review inspection records to further understand the application of technical standards to specific unsafe acts or conditions.
  • Promote educational campaigns park wide.
  • Provide guidance to staff and management on safety according to regulations.
Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
The National Park Service has determined that the duties of this position are NOT suitable for telework.

  • Appointment subject to background investigation and favorable adjudication.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record.   • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-04/26/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for the Safety and Occupational Health Management GS-0018 series, you must possess one of the following basic qualifications by the closing date of the announcement.

EDUCATION: Undergraduate and Graduate Education: Major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

CERTIFICATION: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. Must provide proof of completion at time of application.
In addition to the Basic Requirements above, to qualify for this position at the GS-05/07/09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Assisting with safety and occupational health inspections and evaluations of industrial and administrative areas to identify and evaluate risk potential. Assisting with implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. You must include hours per week worked.

EDUCATION: A 4-year course of study leading to a bachelor's degree in major studies in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines LISTED IN THE BASIC REQUIREMENT COURSES BOLDED ABOVE You must include transcripts.

Successful completion of a combination of education and experience as described above.
In addition to the Basic Requirements, to qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: contributes to the preparation safety policies, procedures and guidelines; investigates mishaps and/or fatalities and prepares incident narratives; assists with conducting studies on prevention and suppression of structural fire and elimination of pollution in water features; provides technical safety and health guidance to supervisors; helps promote educational campaigns. Eligible under the Superior Academic Achievement Provision based on class standing, grade-point average, or honor society membership. The superior academic achievement provisions (S.A.A.) is to be used to determine eligibility for application GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; 2. Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: A significant amount of work is performed in the field Performance of inspections and investigations of mishaps requires frequent physical exertion such as frequent walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, climbing ladders, working on roofs, crawling under buildings and in attics. There may be need for the incumbent to lift and carry moderately heavy objects. The use of personal protective equipment (e.g., hard hat, safety toed boots, gloves, safety glasses/goggles, safety vest, and respirators) may be required due to exposure to hazardous occupational environments.


Working Conditions: Although some work is performed in an office, on-site inspections involve exposure to hazardous chemicals, moving equipment, heights, closed spaces, high noise levels, temperature extremes, fumes and smoke. A fair degree of potential risk is involved. The incumbent is required to wear protective clothing/equipment at times.
