The team at RTA is looking for an RFP Specialist. The ideal candidate for this role has an intense attention to detail, superb communication skills, information gathering abilities, obsessive organization, all with the desire and ability to help influence the team for the better.


The primary purpose of this role is to provide proposal response support to RTA’s Marketing and Sales teams, by sourcing, responding, and managing RFP pipelines for Government Fleets and Private Enterprise opportunities. This position would be responsible for identifying RFP opportunities using online platforms and inbound inquiries, reviewing Request for Proposal (RFP) opportunities, creating compelling and re-usable marketing content to include in proposals, preparing proposals and quotes for products and services, tracking sales opportunities, executing appropriate follow-up, developing funnel and forecast reports, and providing administrative support for the Fleet Consulting Group.

To be successful in this role specifically, someone who can perform the following job duties:

  • Provide administrative support to the Fleet Consulting Group.
  • Assemble proposal packages and quotes in accordance with RFP requirements which may be for electronic submission (i.e., email or through on-line services) or hard copy traditional submissions which may require printing, binding, boxing, and shipping via standard courier services.
  • Perform other related duties as assigned.
  • Track disposition of proposal submittals and report on win/loss statistics and solicit copies of competitor proposals through standard open records acts when appropriate.
  • Prepare and submit formal questions in response to RFP requests when appropriate.
  • Attend trade shows and RTA events (i.e., Fleet Connect, Fleet Success Summit, etc.) as required and assist in set up and take down activities of tables, chairs, banners, computers, screens, etc.
  • Identify and monitor competitor content, sales approaches, pricing, and anything else that would provide RTA a competitive edge.
  • Organize, lead, and assist in the execution of company projects that may fall outside of regular duties.

  • Develop marketing content in support of the RTA Sales and Marketing functions.
  • Support proposal and client activities across multiple time zones that may require work outside of a standard “8:00 a.m. – 5:00 p.m.” local time workday.
  • Register RTA on RFP finder services, client procurement websites, cooperative purchasing websites, etc.
  • Manage RFP finder services by updating key word searches, notifications, etc. to increase visibility of possible opportunities.
  • Assist in the preparation of proposals and price quotations to comply with submittal requirements (i.e., content, forms, timelines, etc.) under general direction from the Fleet Consulting and Sales groups.
  • Assist in developing proposal content such as project team consultant bios, resumes, project timelines, project budgets, graphics and illustrations, etc.
  • Conduct research and reach out to potential clients to determine sales opportunities.
  • Create content with proficient use of tools including Microsoft Word, Microsoft Excel, Microsoft PowerPoint, and other software solutions.
  • Participate in virtual proposal presentations and other client meetings.
  • Update sales opportunities (i.e., Deals) in CRM (HubSpot).
  • Perform market research as directed.
  • Monitor multiple Request for Proposal (RFP) services to identify sales opportunities for fleet technology (i.e., Fleet Management Information System), fleet consulting, and other products and services that may be relevant to RTA’s core mission of Helping Fleets Succeed!


Minimum requirements:

  • Knowledge of government buying processes, fleet industry, fleet technologies, SaaS, consulting, and general business processes, a plus.
  • Ability to manage multiple tasks simultaneously.
  • High-level written and verbal communication skills.
  • Ability to conduct extensive on-line research of potential clients.
  • Vision, speech, and hearing sufficient to perform essential tasks.
  • Basic level knowledge of Microsoft Excel.
  • Basic knowledge of social media use for business applications.
  • High-level proficiency in Microsoft Word, Microsoft PowerPoint, portable document files, and other standard software solutions.
  • Graduation from an accredited college or university with a bachelor’s degree in business, marketing, or a related field of study.
  • Ability to build complex project management plans.
  • Frequent lifting and carrying up to 5 pounds, with occasional lifting and carrying up to 20 pounds.
  • Flexible and adaptable to work with and support various operating units within the company.
  • Excellent organizational skills.
  • Familiarity with GSA and other cooperative purchasing solutions (i.e., SourceWell, CMAS, TXMAS, H-GAC, Equalis Group, etc).
  • Additional qualifying experience or training may be substituted for years of service.
  • May be subject to walking, standing, sitting, bending, handling, reaching, twisting, and repetitive movements as are typical in an office setting.
  • Ability to meet aggressive proposal and client deadlines.
  • Two years of progressively responsible administrative, marketing, business, or management experience.
  • Arm and hand dexterity enough to use a computer keyboard, mouse, telephone, and other standard office technology (i.e., printer, copy machine, computers, etc.).
  • High attention to detail.
  • Frequent performance of desk-based computer and telephone tasks.
  • Ability to work independently or under limited direction at times.
  • Basic CRM and pipeline management knowledge
  • Experience with RFP and other solicitation services.

Key Outcomes

How you’ll know you are winning:

  1. Sourcing and responding to at least four key industry RFPs per month.
  2. Winning at least 25% of RFP opportunities.
  3. Within 6 months, you have defined and executed a Scalable RFP process, backed by both data and reporting.

Total compensation for the role is between $70,000 and $100,000, depending on experience. This is a full-time role, with remote, hybrid, or full-time in office options.
