The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
The Customer Service Division is responsible for providing timely and accurate information to the taxpaying public and tax practitioners related to taxes and fees administered by the Louisiana Department of Revenue as set forth by the tax laws, rules and regulations and LDR policies. The responsibilities of this division include providing service via telephone calls through a call center, assisting taxpayers who require direct assistance via the Headquarters Office and maintaining and updating account information as it relates to names, addresses and other administrative issues.
ABOUT THIS POSITION:
Duties include, but are not limited to:
  • Directs the day-to-day operation within the Customer Service Division. Makes hiring decisions based on recommendations of supervisory staff. Provides consistent coaching and recognition to direct reports. When necessary, coaches and counsels indirect reports and makes recommendations for any disciplinary action. Prioritizes division work and adjusts division priorities as needed.

  • Develops strategies and initiatives that align with the agency's strategic plan and goals. Ensures short & long term goals are modified to conform to agency's goals. Develops and coordinates objectives, policies, and procedures for the division. Makes adjustments to comply with changes in tax laws and Department policies. Anticipates and identifies the need for change in organizational structure, work assignments, and work responsibilities.

  • Communicates with taxpayers, attorneys, tax practitioners, and other state, federal, and local government officials on tax issues, rules, and regulations.

  • Establishes performance standards for PES and creates policies for unit. Approves employees' evaluations and recommends merit increases, reallocations, and promotions.

  • Serves on various work groups or projects. May represent the Department at conferences, conventions, or legislative hearings. Works with other divisions within the Department to coordinate work volumes.

  • Performs other miscellaneous tasks as assigned to ensure the efficient operation of the division.

VACANCY INFORMATION:

Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
This position will be domiciled in East Baton Rouge Parish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.
A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.
LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in financial auditing, accounting, tax systems work, taxpayer assistance, tax enforcement, tax collection, tax auditing, tax audit review, tax law, tax accounting, management analysis, or administrative services.
SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree will substitute for one year of the required experience.
Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.
Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
NOTE:
This position requires travel on a regular basis to audit locations or attend meetings, conferences, training classes, or other work locations throughout the United States.
