Job Summary
The Results Management team at Minnesota Management and Budget (MMB) conducts analysis and research that helps state and local partners make informed policy decisions to improve outcomes for people in Minnesota. As a Research Scientist at MMB, you will have the opportunity to apply your technical and analytical skills to evaluate the efficacy of state investments, particularly related to health and human services. MMB depends on its Research Scientist to lead complex research projects that help policymakers and program administrators make decisions that produce better outcomes for Minnesotans. Qualifications
Minimum Qualifications
Minimum education and experience qualifications for the Research Scientist 2 level are:
- A Bachelor’s degree AND at least three (3) years of advanced professional experience. A Master’s degree may substitute for eighteen (18) months of experience.
Experience must include:
- Training in advanced quantitative research methods, including multivariate analysis
- Experience manipulating and analyzing data using software comparable to R, Python, or STATA
- Experience managing complex projects that adapt to emerging opportunities
- Demonstrated experience with written or oral presentations of data and research
- Experience working with partners across organizational boundaries
Minimum education and experience qualifications for the Research Scientist 3 level:
- A Bachelor’s degree AND at least four (4) years of advanced professional experience. A Master’s degree may substitute for eighteen (18) months of experience OR a Ph.D. may substitute for two (2) years of experience.
Experience must include:
- Experience building partnerships across organizational boundaries
- Experience accessing, manipulating, and analyzing large data sets using software comparable to R, Python, or STATA
- Experience planning and conducting experimental or quasi-experimental design research studies
- Experience managing complex projects that adapt to emerging opportunities
- Strong communication skills and demonstrated experience with written and oral presentations of data and research to inform policy
Preferred Qualifications
Preferred qualifications for both positions:
- PhD in economics, public administration, public health, psychology, statistics, or a related field
- Experience querying or managing databases using SQL or comparable database languages
- Familiarity with Minnesota state government processes and programs
- Experience creating data sharing relationships or managing sensitive data
- Experience partnering with stakeholders to implement research findings to improve policy
