RP is seeking a Budget Analyst to support the National Science Foundation's Division of Administrative Services. Working with NSF DAS allows you to become part of a dynamic agency that is at the forefront of helping businesses develop tomorrow's technologies. As a budget analyst working for DAS you will be supporting the day-to-day operations of the agency by creating and reviewing financial data. This opportunity is apt for those who are skilled at analyzing financial data and are personable and well-rounded.


Responsibilities


  • Knowledge of federal contracts and their structure to include periods of performance, Contract Line-Item Number (CLIN), and associated funding.
  • Develop OBIEE agents to deliver email reports to DAS leadership and subject matter experts (SMEs) on a regular schedule or based on evolving requirements.
  • Receive, review, and recommend approval/rejection of Intra-Governmental Payment and Collections (IPACs).
  • Generate Interagency Agreements (IAA) through the Department of Treasury G-Invoicing platform or PDF versions of the 7600A and 7600B agreements. Track and notify leadership on the status of agreements. Modify agreements as necessary to support requirements.
  • Compile data and/or information from current and future financial management systems, source documents, and physical files.
  • Perform trend and variance analysis on budget, cost, or other financial information.
  • Protect operations by keeping financial and other sensitive related information confidential.
  • Create financial reports and perform analysis of data and/or information in legacy, current, and future financial management systems, source documents, and physical files.
  • Prepare special reports and complete special projects by collecting, analyzing, and summarizing information and trends.
  • Assist with the development and execution of standardized and repeatable budget formulation processes by collecting and consolidating information from various tools for ranking and prioritization.
  • Develop formulation tools to provide monitoring and control of expenditures, forecasting for anticipated budget needs, and proper allocation of funds for projects on a quarterly and annual basis.
  • Provide planning and control information by assembling and analyzing historical financial data, identifying trends, providing forecasts, explaining processes and techniques, and recommending actions.
  • Develop reports using OBIEE tools in myNSF, including but not limited to commitments, obligations, expenditures, interagency agreements, and status of funds reports.
  • Develop, maintain, and modify the Division acquisition plan to identify the full scope of contract requirements and their status for the fiscal year.
  • Receive and respond to conference room reservation requests from DAS management and staff, including reserving meeting space. In fulfilling conference room requests, determines type and size of room, configuration needed, equipment needs, etc. Monitors pending conference room reservations and provides approval in accordance with DAS procedures. Conference room reservations are reserved in the Archibus system. Training may be provided on this system.
  • Establish, embed, and maintain links to OBIEE reports on the main DAS SharePoint site.
  • Reconcile financial discrepancies in Oracle Federal Financials (iTRAK) and the Oracle Business Intelligence Enterprise Edition (OBIEE) by researching and correcting variance problems.
  • Track status of requisitions via SharePoint and iTRAK, generate reports, and notify Government Purchase Card holders and leadership of status.
  • Receive, validate, route for approval, and upload requisitions (Form 31) via SharePoint or other electronic systems.
  • Assist with fiscal year-end credit card reconciliation and Mastercard estimates to ensure smooth close-out.
  • Present financial projections by explaining data and assumptions for current and future year budgets.
  • Develop and maintain DAS status of funds dashboard in MyNSF.
  • Generate requisitions in the financial system (iTRAK) to route for approval.
  • Develop training and presentation materials for financial reporting in MyNSF and accessing OBIEE reports.
  • Organize digitized procurement documents into file folders on shared drives.
  • Assign and route requisitions via SharePoint and email to appropriate Government Purchase Card holder for procurement.
  • Train SMEs regarding use and benefits of OBIEE, iTRAK, and related financial systems. Training should improve SME’s ability to research, validate, and utilize available data, reports, and analysis to manage their contracts.
  • Maintain historical records by entering and verifying data, as well as maintaining and backing up financial reports.
  • Assist with developing periodic reports which evaluate credit card procurement activity. Generate, analyze, and format data for presentation. Research and address data inconsistency issues to accomplish.
  • Implement financial projection planning and control processes by following timed schedules; monitoring deadlines; adhering to policies and procedures.
  • Perform a variety of general administrative tasks to include scheduling meetings outside of conference room requests, maintaining inventory of office supplies, generating list of office supply replenishment, and coordinating with federal staff on timing of office supply replenishment.


Requirements


Required Qualifications:


  • Experienced with speaking in public, to groups, or via electronic media.
  • Familiarity with various applications such as SharePoint, Teams, and Zoom.
  • Bachelor's degree from an accredited institution with 3+ years of professional experience in business management, finance, accounting, or related fields, or a Master's degree with 1+ years of professional experience as described above
  • Excel and PowerPoint proficiency
  • Must be proactive in communicating with federal staff regarding perceived or real concerns related to any aspects associated with the Resource Coordination and Management Section.
  • Demonstrates problem solving skills. Identifies perceived or actual issues, develops potential solutions, and communicates those issues and solutions.
