Job Description

The State University Construction Fund (the "Fund") is currently seeking a Regional Director, Construction to join our Design and Construction team at our office in Albany, NY.

The Regional Director, Construction is responsible for providing leadership and guidance to project Construction Coordinators in the administration of construction projects. Ensure Fund policies and procedures are being implemented correctly by assigned personnel. Schedule and coordinate the activities of staff on assigned projects. Monitor consultant and contractor work on a project-by-project basis and provide advice concerning contract document interpretations, technical issues, and project procedures. Interface with other Departments within the Fund in scheduling, coordinating and processing of projects. Interface and coordinate with the Campuses to provide project status information. Contribute to the development and continuation of document control and Fund procedures. The Regional Director will be required to complete NYS DOS training to secure and maintain Code Enforcement Officer Certification.

Specific Duties & Responsibilities:

  • Supervise, mentor and train assigned Project Construction Coordinators to ensure adherence with procedures and policies.
  • Perform other duties as directed.
  • Periodically participate in meetings with other involved parties to ensure the coordination of all project activities and to provide advice and guidance to staff in interpreting the contract documents.
  • Evaluate requests for changes and provide technical advice and guidance in connection with proposed changes.
  • Review and approve change orders/field orders for scope of work and costs, consultant and contractor payment applications, and Extra Compensation Authorization (ECA) requests.
  • Meet with campus representatives to provide project information and to coordinate and resolve any project related concerns.
  • Assist in resolving issues concerning Fund policy, procedures, and contractual requirements.
  • Travel within New York State will be required as necessary to execute position duties.
  • Participate in the processing and coordinating of projects with Program Management and Design Management.
  • Provide project specific updates to executive staff members as required. Report on problematic project issues and work with staff to develop appropriate management and mitigation plans.
  • Review and approve project final acceptance and close-out documents.
  • Make periodic inspections/site visits of ongoing construction as required and provide advice and guidance in connection with contract completion and other project-specific issues.

Qualifications & Experience Requirements:

Associate's (with a NYS professional license), Bachelor's or Master's degree in Architecture, Engineering or related field; plus 15 years experience in the building design and construction industry. Professional license may be substituted for up to 5 years experience with a Bachelor's or Master's degree. Five years supervisory experience preferred.

  • Ability to review and analyze comprehensive building projects.
  • Working knowledge of applicable codes, laws, rules, and standards regulating the design and construction of buildings.
  • Ability to establish and maintain cooperative relationships with associates, technical experts, and others.
  • Knowledge and experience with construction industry software such as MS Project, Primavera, Submittal Exchange, Procore, etc.
  • Ability to identify technical elements in building designs for conformance with applicable standards, policies, codes, cost efficiency, program objectives, for compliance with design requirements and for acceptable professional practice.
  • Ability to communicate and express ideas effectively both orally and in writing.
  • Understanding of building costs.
  • Ability to provide technical direction to a team of subordinate construction, architectural and engineering personnel.
  • Basic knowledge of structural, electrical, and mechanical engineering.
  • Working knowledge of construction practices and construction management procedures.
  • Strong computer and Microsoft Office skills are required.
  • Working knowledge of the principles, practices, and procedures of architecture or engineering projects.

Salary range: $105,500 - $147,256 per year, commensurate with experience and qualifications.
