Ripple Effect is seeking a full-time, Quantitative Program Evaluation Manager with experience designing, executing, analyzing, and summarizing program evaluation efforts or social science research to support clients on a variety of both short and long-term projects. We are seeking a quantitative expert who is comfortable with a variety of data and statistical analyses using Stata or R. Responsibilities
  • Provides expert advice and contributes to technical execution including data collection, instrument design, report development, analysis and synthesis of findings or other deliverables.
  • Develops processes and procedures to enhance effectiveness and efficiency of team's operations.
  • Provides technical advice on methodology approaches to accomplish project objectives (e.g., research design, analytical techniques, sampling methods) for process, outcome, and impact evaluations.
  • Contributes to proposal writing and technical solutioning for research and evaluation projects and may lead technical sections.
  • Manages the relationship with client and all stakeholders.
  • Performs other job-related duties as assigned.
  • Coordinates internal resources and external consultants and vendors to design and execute evaluations and studies.
  • Develops a detailed project plan to track progress and manage changes in project scope, schedule and costs.
  • Establishes and maintains relationships with external consultants, vendors and partners.
  • Manages a small research team providing mentoring, oversight and managing performance.
  • Ensures projects are delivered on-time, within scope, and within budget and are technically sound and accurate.
  • Develops logic models and identifies SMART metrics for guiding program evaluations.
Requirements
Minimum Education and Experience
  • Master’s Degree in Public Health, Evaluation, Health or Social Sciences, Education, or Data Science
  • 8 years of work experience in program evaluation or social science research
Basic Requirements
  • Ability to work productively in SharePoint to accomplish tasks
  • Ability to adhere to tight deadlines and work on multiple concurrent projects
  • Experience and comfort with Stata, R, or SAS for statistical analyses
  • Experience developing, programming, and analyzing survey data
  • Experience with management and analyses of large quantitative datasets (e.g. administrative data)
  • Advanced skills in Microsoft Office applications: Word, PowerPoint, Outlook, Excel, and Access
  • Track record of communicating study results simply and effectively through technical reports, white papers, presentations, and/or publications
  • Expertise in statistical analyses
  • Experience designing research or evaluation studies, and collecting/analyzing quantitative data
  • Exceptional written, oral, and interpersonal skills and the ability to effectively interface with external clients, senior management, and staff
Skills That Set You Apart
  • Health, public health, mental health, social science, and/or science management experience
  • Doctorate Degree in Public Health, Health or Social Sciences, Education, Evaluation, or Data Science
  • Experience with R, MPlus, Python, or Tableau
  • 6 years of work experience in social science research or program evaluation
  • Prior experience with NIH or CMS projects
  • Federal government program evaluation experience
  • Experience with social network analyses and/or bibliometric analyses
  • Knowledge of public health, health, or science to assess the effectiveness of programs in these areas (particularly NIH programs), or expertise in educational assessment and evaluation
