Job Description
JOB SUMMARY

Performs various complex technical functions related to public works construction inspection, including: reviewing plans; conducting on-site inspections; assuring proper construction techniques and permit compliance; assists with issuing Encroachment Permits; and preparing related correspondence and reports.

This position requires 100% on-site work and is not eligible for telework or a hybrid work schedule. Work Schedule: Monday through Friday, 40 hours per week e.g., 8:00 a.m. to 5:00 p.m.

EXAMPLES OF DUTIES

ESSENTIAL JOB FUNCTIONS :
(All responsibilities may not be performed by all incumbents.)
  • Maintains and upgrades knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Assists in the inventory and management of records of the public right-of-way; assists with public inquiries associated with the Division via the counter and phone line; assists with public records requests.
  • Conducts inspections/re-inspections of projects associated with public works functions, including: reviewing applicable documents, plans and permits; coordinating and facilitating meetings; ensuring code and ordinance compliance and that projects are completed according to plans, specifications, permits and work orders; identifying violations; issuing correction and stop notices; coordinating the issuing of citations for unapproved and non-permitted work via other divisions; recommending project changes to engineering staff; monitoring construction sites for safety; providing technical advice to the public, other organizations and City staff; investigating damage complaints and forwarding information to responsible parties; scheduling inspections; and developing, maintaining and submitting all inspection records, reports, logs and maps.
  • Inspects all phases of public construction projects, public works and City contracted projects that impacts the public right-of-way, including: streets, curbs, sewers, and gutters; establishes traffic requirements, working hours and phases of work; advises on methods and materials for public works contract specifications; provides general inspection and research of the public right-of-way as needed by the Division.
  • Interacts with a variety of high level individuals regarding the planning and monitoring of public works projects (including contractors, developers, utility companies, home and business owners etc.), both internally and within the community to provide information, disseminate departmental information and assist in resolving administrative issues related to public works projects; disseminates a variety of information and/or reports to various agencies, division, or departments via telephone, mail, email or FAX.
  • Implements right-of-way management policies and procedures including mitigation planning and approval process.
  • Assists with encroachment permit services, including accepting permit applications for review and analysis; coordinating the processing of permits with other City departments; approving and issuing permits.
  • Reviews construction plans and traffic control plans for compliance with codes and ordinances.
IMPORTANT JOB FUNCTIONS :
  • May serve as backup for other positions within the department.
  • May appear in court/hearings to testify regarding public works related cases.
  • Conducts inspections of special event applications for encroachment on the public right-of-way; reviews plans for street closures and crowd and traffic control.
  • Performs other related duties as assigned.
  • Reports administrative and/or operational problems to supervisor.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:


  • Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Four to five years of progressively responsible experience in municipal construction or related field inspection; or,
  • High School diploma or GED; and
Licenses and Certifications:
  • Valid California Driver's License

Knowledge of:

  • Negotiating with various parties to reach consensus

  • External governmental bodies and agencies related to area of assignment.

While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend and descend stairs, scaffolding and ramps; distinguish colors; maintain body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery or erratically moving surfaces; move about on hands and knees; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; speak and hear; use color, odor, texture, shape and sound perception and discrimination; and push, pull and/or lift up to 10 pounds frequently and up to 20 pounds occasionally.

Working Conditions:
  • The incumbent's working conditions are typically moderately quiet, but may be very loud at some locations or during the completion of some functions. The incumbent must have the ability to work for sustained period of exposure to non weather - related hot temperatures.
  • Work is performed in a normal office environment and in the field exposing the employee to outside atmospheric conditions; traffic; conditions such as fumes, noxious odors, dusts, mists, gases and poor ventilation that affect the respiratory system, eyes or the skin; and possible bodily injury from moving mechanical parts of equipment, tools, or machinery, electrical shock, falling from high, exposed places, explosions and/or toxic or caustic chemicals.

Retirement

The City participates in the California Public Employees’ Retirement Systems (CalPERS). Retirement formula will be based on appointment date and membership status with CalPERS, e.g. 2.7% @ 55 for Classic Members (single highest year) or 2% @ 62 for New Members (average of three highest years). New Member employees are responsible for paying the employee contribution of one-half of the total normal cost of the plan, as defined by CalPERS, through a payroll deduction and Classic Members are responsible for paying the employee contribution of 8% through a payroll deduction. The City does not participate in Social Security.
  • $100.00 per month Retiree Health Savings (RHS) account contribution paid by the City (employer contribution).
  • $150.00 per month 457 deferred compensation contribution paid by the City (employer contribution). Employee can also make employee contributions toward the same plan. Annual limited is dictated by the IRS.
Health Benefits
  • The City covers the full health insurance premiums for medical, dental, and vision insurance for the employee and eligible dependents, including children under the age of 26 (effective the 1st of the month following hire date).
Leaves
  • 9/80 & 4/10 work schedule (depends on department/division's operational needs)
  • Personal Leave: 36 hours per year (prorated by quarter).

  • Tuition reimbursement at 100% of the fee schedule for the University of California (UC Tuition Resident fee) for job-related courses pre-approved by the Department Director (up to $13,752 for Fiscal Year 2023-2024) and Required Textbook reimbursement (up to $2,500 for Fiscal Year 2023-2024).
  • Disability Insurance: 66 2/3% of salary to cap of $3,077 per week, after a 29-day elimination period.
  • Optional Benefits: AFLAC, Supplemental Life Insurance, Pre-Paid Legal Services, Flexible Benefit Plan (FSA) for medical reimbursement and dependent care assistance and cash out of accrued Vacation and Administrative Leaves (if applicable).
