Job Description

Position Description
The Public Policy Analyst will be a key member of the U.S. State & Local Government Relations Team, responsible for identifying, tracking, and assessing emerging risks, long-term trends, and business growth opportunities in state and local public policy, including legislation and regulation.
The role’s contributions to the U.S. State and Local Government Relations team will support the company’s responses to public policymakers, policy proposals and government regulation to strengthen advocacy strategies, improve political intelligence and develop issue analysis.
The person in this role is also the connective tissue between the team and its cross-functional partners to drive enterprise alignment across a range of public policy priorities impacting GM’s global operations.
The role requires a highly organized individual with proven analytical and communications skills, a successful track record of conducting and compiling research; analyzing and synthesizing data; producing dynamic presentations and compelling advocacy materials. A self-starter and innovative thinker who executes a results-driven approach to help enable GM’s vision of an all-electric future for everyone.

Responsibilities
  • Manage contracts and invoices for external in-state lobbyists and consultants.
  • Gather and review data to assist in the preparation and development of white papers, talking points, reports, presentations, visualizations, and other deliverables for use by the team and all levels of management in internal and external facing meetings
  • Assist the Global Public Policy team in providing counsel to internal stakeholders and senior management on public policy issues and trends across the states
  • The candidate should leverage our relationships with relevant trade associations and strengthen connectivity to the GM Legal and other cross-functional teams supporting sales and marketing functions.
  • Communicate and socialize state legislation, regulations, and trends with Regional Directors, SMEs and cross-functional partners in a timely manner.
  • Maintain a legislative database and support the development of best practices for gathering internal and industry position information to enhance the value of the database
  • Manage the identification and analysis of policy trends to help inform business decisions, develop policy positions, and advance the company’s business objectives and initiatives.
  • Support, and on occasion lead, special projects and other tasks as assigned by the Executive Director of State Government Relations.
  • Continuously monitor, review, research and analyze state legislation, regulations, and trends that may impact GM’s business interests and strategic priorities across a range of workstreams and functions
Qualifications
  • Experience with researching issues, developing expertise, and drafting concise messaging, talking points, and speeches senior leaders use to accurately convey priorities and manage risks
  • Excellent project management skills with a successful and measurable project delivery record; capable of setting priorities, meeting deadlines, and managing projects
  • Strong written and verbal communication skills with the ability to interact with all levels and across functions, using both technical and non-technical verbiage (two writing samples required)
  • Bachelor's degree in Public Administration, Public Policy, Business Administration, or related field; with (3-5) years of related work experience in areas such as legislative or policy analysis; or equivalent combination of education and experience
  • Understanding of policy issues of interest to the auto industry (e.g., economic competitiveness, trade policies, environmental issues, workforce development, manufacturing, and supply chains)
  • Proven history of successful cross-functional collaboration in fast paced work environments

Additional
Compensation: The expected base compensation for this role is: $65,646- $96,880. Actual base compensation within the identified range will vary based on factors relevant to the position.
Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.
