Description

Purpose of Job
The purpose of this job is to assist and direct patrons; enforce rules and regulations; and perform skilled/manual functions related to on-site activities and events including all maintenance and operations of the Parks & Recreation Department. Duties and responsibilities include: assisting and directing park patrons; cleaning and managing facilities, collecting and dumping trash, changing light bulbs, security checks, athletic field preparations, blowing of landscaped areas, trails, parking lots and concrete pads; repairing park structures and equipment; cleaning and maintenance of the playgrounds, restrooms, shelters, etc.; cleaning work space and equipment; inventory control; lost and found inventory and performing a variety of other tasks as they present themselves as needed while on shift.


Duties and Responsibilities

Main Duties and Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
This position requires a large amount of contact and policy implementation with users and user groups. This includes the dissemination of information related to all aspects of City and park operations, serving as a liaison for the City and department and other departments in relationship to park users and user groups; Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.
Enforces routine policies and practices including but not limited to: enforcement of leash law requirements, risk management, application of all rules and regulations, parking violations and general security of facilities and grounds.
Performs daily tasks related to park maintenance (Cleaning restrooms; picking up trash/litter; prepping shelter/pavilions; Prepping ball diamonds (on weekends); turning on/off athletic lights per schedule; assessing athletic field conditions during bad weather).
Opening and closing facilities based on schedule.
Receives and/or prepares various forms, work orders, reports and other documents; completes, processes and forwards as appropriate.
Other Occasional Duties and Responsibilities
Performs service and repairs as needed to maintain park facilities (e.g., minor repairs; interior/exterior building maintenance; troubleshooting minor electrical repairs; plumbing; cleaning shop/work areas; etc.).
Provides manual labor functions as directed (e.g., removing fallen limbs and trees; etc.).
Operates/maintains equipment and machinery used in park facilities maintenance (e.g., mower, edger, chain saw, and other equipment as required).
Additional Job Functions
Performs other duties as required.


Minimum Training and Experience Required

Some experience involving park and program supervision and maintenance is preferred. Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job will be considered. Valid Tennessee Driver's License is required.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machines, tools, and equipment which includes a mower, edger, chain saw, hand tools, mechanic tools, lawn tools, janitorial tools, etc. Must be able to use body members to work, move or carry objects or materials. Must be able to exert in excess of one hundred pounds of force occasionally, and/or in excess of fifty pounds of force frequently.
DATA CONCEPTION: Requires high level and ability to compare and or judge the readily observable functional, technical, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
INTERPERSONAL COMMUNICATION: Requires the ability to speak clearly to convey and exchange or direct information. Includes giving assignments and/or directions to co-workers, assistants, other City staff, users and user groups.
LANGUAGE ABILITY: Requires the ability to read and verbally communicate a variety of information, documentation, directions, instructions, methods and procedures, policies, rules and regulations related to the job. Requires the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and a well-modulated voice.
INTELLIGENCE: Requires the ability to learn and understand basic to complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to the job.
VERBAL APTITUDE: Requires the ability to record and verbally disseminate information to supervisors and officials; to explain procedures and policies; and to follow verbal and written instructions, guidelines and objectives.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; determine time and weight and provide for reasonably accurate estimates.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, location, shape and stature, visually and/or with equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands, feet and eyes in using supplies, equipment and materials.
MANUAL DEXTERITY: Requires the ability to handle a variety of items, equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people (i.e. staff, supervisors, general public, and officials) beyond giving and receiving instructions such as in interpreting departmental policies and procedures. Must be adaptable to performing under stress when confronted with any situation including emergencies related to the job.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear).
KNOWLEDGE OF JOB
Develops a thorough knowledge of the policies, procedures, and activities of the City and Parks & Recreation Department practices as they pertain to the performance of duties relating to the job. Develops comprehensive knowledge of Parks & Recreation Department practices as necessary in the completion of daily responsibilities. Administers operations, plans and objectives for the expedience and effectiveness of specific duties of the department. Keeps abreast of any changes in policy, methods, computer operations, equipment needs, etc. as they pertain to departmental operations and activities. Is able to effectively communicate and interact with supervisors, members of the general public and all other groups involved in the activities of the department. Is able to assemble information and make written reports and documents in a concise, clear and effective manner. Posses strong organizational, human relations, and technical skills. Is able to use independent judgment and work with little direct supervision when necessary. Has the ability to comprehend, interpret, and apply rules regulations, policies, procedures, and related information. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department. Has the mathematical ability to handle required calculations.
