Within the Agile Scrum framework, the Project Manager/Scrum Master functions as a primary manager and owner for the prioritization, specification, and end-user acceptance testing of assigned software and website projects. The role also works closely with key stakeholders to understand and document project scope and convey that vision to the scrum teams. It’s the PM/SM’s responsibility to help define product features and enhancements while also grooming and prioritizing the development teams’ backlog of work.
Responsibilities:

• Proactively identify project risks and develop mitigation plans to address them.
• Represent the interests and needs of key internal and client stakeholders.
• Coordinate end user acceptance tests with stakeholders.
• Plan and schedule team member assignments and activities based on skill set and need.
• Act as a subject matter expert and provide internal and external technical troubleshooting.
• Support production system monitoring and maintenance plans to ensure the agency meets applicable service level agreements.
• Proactively set, communicate and manage expectations with stakeholders regarding timelines, release dates, deliverables, system issues and technical resolutions.
• Help create, communicate and manage detailed project scope and business requirement documents related to system features, enhancements and bug resolutions.
• Coordinate new product and feature roll-out and training to the user community.
• Identify project risks and collaborate with team members to prevent or mitigate them.
• Independently develop and manage against project plans and timelines.
• Coordinate with the QA team to ensure tests adequately cover requirements.
• Support the scrum team’s use of business requirements and scope documents to execute development sprints.

Required Skills
Requirements:

• 5+ years of proven IT Project Management and/or Agile software development.
• Excellent facilitation, writing and inter-personal communication skills with people at all levels of an organization.
• Project Management Certification (PMP) and/or Business Analyst Certification (PMI-PBA) preferred.
• Familiarity with Jira, Confluence and Workfront a plus.
• Proven ability to manage multiple tasks while working independently with the common sense to escalate issues when necessary.
• Bachelor’s degree in Business Administration, Computer Science, Information Systems or related field.
• Proficiency with MS Office Suite and MS Project with the ability to self-learn new computer systems quickly.
• Strong attention to detail and a sense of urgency and commitment to get the job done in a timely and accurate manner resulting in high quality results.
• A strong understanding of software development fundamentals.
