The Center for Victims of Torture is hiring a Project Manager for the Helping Survivors Heal (HSH) project, a $17M USAID funded initiative. This position will be responsible for providing leadership to a team comprised of subject matter experts in mental health and psychosocial services, program evaluation, service management, organizational development, and eLearning. Additionally, this Project Manager will be managing project staff, engage and manage the work of consultants, and collaborate with other CVT departments and projects; oversee and support the international implementation and monitoring of project activities, including sub-grants, in coordination with CVT’s Finance Department and project team; and engage with other stakeholders including CVT’s risk management team, internal evaluators and the project funder.
About the Project: Helping Survivors Heal is a capacity development project which supports the mental health and psychosocial support (MHPSS) work of 12 torture rehabilitation organizations around the world by providing subgrants and technical assistance.

- Hiring salary: $74,094-$92,618 per year

Responsibilities
- Project Management: Direct the planning and implementation of the project. Develop annual project work plan and monitor achievement of activities. Coordinate with project staff to adapt to the context in which the project is operating. Coordinate workflow, resources and priorities. Collaborate with other CVT international projects, Evaluation & Research, IT, Risk Management, and Finance Departments. Develop and maintain close relationship with funder. Lead the development of project renewals, proposals and expansion opportunities. Develop MOUs and partnership agreements with international partners and maintain relationships. Participate in site visits or assessments, as needed.
- Other Duties: Participate in other department and organization-wide activities, meetings and trainings. Complete administrative responsibilities. Perform other duties as assigned.
- Staff Management: Build a strong and cohesive project team (current team consists of 16 people). Manage and supervise project staff. Hold regular supervisory meetings with direct reports, including developing and maintaining individual work and professional development objectives, and providing support through ongoing feedback as well as formal performance management systems. Includes managing the work of multiple project consultants. Hire and orient new staff and consultants as needed. Coordinate and facilitate team meetings. Pay attention to group dynamics and resolve conflicts.
- Subaward Management: Oversee the subgrant program in collaboration with the HSH Project Officer and CVT’s Finance Department. Develop tools and procedures; oversee subgrant process; review requests received from partners. Ensure monitoring, coaching, and follow up with partners.
- Budget Management and Compliance: Develop the annual budget and manage project expenditures within budget parameters. Ensure reporting compliance with grants and contracts. Work closely with CVT’s Finance Department to meet applicable financial and regulatory compliance standards.
Required education, experience, certificates, licenses or registrations
- Bachelor’s degree or equivalent experience in international development, organizational development, management or related field
- 7-10 years of project management experience in international NGOs, nonprofits, or equivalent
- Demonstrated experience with financial and grants management; including proposal development, budget management, reporting and working with US government funders.
- Experience working internationally
- Demonstrated experience effectively managing staff from diverse backgrounds and areas of expertise
- Master’s degree or equivalent experience in international development, organizational development, project management or related field.
- Experience managing organizational capacity development projects
- 10 - 12 years of project management experience in international NGOs, nonprofits, or equivalent
- Experience managing large, multi-million-dollar projects
- Project management training or certification
- Experience working outside of the US
- Superior interpersonal skills and demonstrated ability to collaborate and communicate effectively with individuals across an organization and manage conflicts
- Language skills in Spanish, French or Arabic are desirable
- Ability to recognize key needs and actions from competing priorities
- Excellent skills in organization, time management, and planning, including the ability to meet project deadlines and ensure accountability across project staff and partners
- Ability to develop relationships and communicate effectively (in writing and verbally) with colleagues working both in the U.S. and internationally, as well as with other stakeholders, including project donor
- Interest in or commitment to human rights
- Ability to capitalize on existing formal and informal organizational structures for enhanced project implementation, administration, and decision-making
- Ability to guide teams in project design, planning, monitoring, and manage budgets
- Ability to manage and lead team and direct reports effectively; including ability to develop rapport, build strong, trusting relationships and work cross-culturally
Work Environment
- Time spent in virtual meetings is approximately 50%
- Time spent on the computer is approximately 85%
- CVT has a COVID-19 vaccination mandate in place for US-based employees
- Typical office environment for in person services, home visits for family services, staff home office for tele-health/ remote work
