Job Description

We are staffing for a contracted Capital Projects Engineer position with long term potential to support projects from conception, through development, planning, staging, and execution using the Front End Loading (FEL) process.This role includes working closely with internal clients such as the Operations, Technology, Engineering, Environmental, Commercial, Procurement, and Construction teams; Demonstrating core engineering competencies while leveraging internal and third-party support; Identifying economic and robust solutions to identified issues; Formulating the supporting business case and financials consistent with income potential and capital costs estimates; Representing Company interests during FEL process by optimizing project costs, adhering to development timelines, and delivering project objectives.


  • Support individuals involved in producing technical specifications, drawing packages, schedules, estimates and capital budgets where required


  • This position is based in the Ashland, KY area but will include travel as required to support the organization

Responsibilities

  • Monitor compliance with all applicable specifications (Company and others), codes (relevant codes), practices, QA/QC requirements (applicable to each job), local, state and federal guidelines including OSHA and EPA.
  • Closeout of the project including all turnover documentation and ensure all documentation is properly catalogued and stored in the Company system as well as conveyed to the appropriate parties of the location and storage of all files.
  • Assist in gathering cost information relevant to the project including but not limited to:
  • Engineering Costs, Equipment Costs, Construction Cost, Commissioning Cost, Owner Costs (personnel, EPOC, etc.)
  • Assist with mobilization/demobilization of contractor(s) crews
  • Compile documentation for assigned projects, including but not limited to:
  • Set and communicate clear and defined goals for Engineering companies, suppliers, fabricators and contractors. Assure they are meeting our expectations.
  • Utilize existing documentation and interview stakeholders to develop a comprehensive business cases and project scopes to initiate project
  • Execution of the project including but not limited to:
  • Troubleshoot plant issues related to capital projects during initial scope development or post start-up as needed
  • Preparing all documents to form a cohesive package that can be used for internal documentation purposes (STEP & FEL Processes) and external (RFQ, Work Scope Packages, PEP, Constructability reviews, Risk reviews and alternative solutions etc).
  • Engineering Drawings (Civil, Structural, Mechanical, EI&C, Process, etc)
  • Photos of the project area and subject matter
  • Complete project post-audits
  • Develop business cases for plant projects through analysis of performance data to identify performance gaps and opportunities leading to potential program initiatives
  • Assist in decision making of selection of contractor(s) for the job or task
  • Assist in preparing a schedule for execution of each project/task assigned.Schedule should be high level showing strategic milestones from the start of engineering to the close of commissioning and operation.
  • Support small project estimates using material take-offs
  • Data for analysis in aiding the decision making for the required process
  • Develop, analyze, and select contractors through use of a Request for Proposal/Quote and bid process
  • Assist in oversight of job crew as well as progress and installation to ensure it is meeting the drawing and specification intent.
  • Specifications
  • Control, Document and Oversee all RFI and NCR's generated during projects
  • As-Built Documentation regarding the project, if information is not available it is the engineer’s responsibility to perform this task and assemble all knowledge of the project information.
  • Support Safety Reviews, Risk Reviews, Constructability Reviews, Management of Change, and Lessons Learned meetings
  • Process information including description, changes, etc.
  • Communicate overall project progress and updates to both on site staff as well as Senior Management overseeing the capital group.


Qualifications

BUSINESS/TECHNICAL SKILLS:

  • Working knowledge of capital projects and FEL engineering
  • Experience completing business case analysis
  • PMP and project management experience a plus
  • Strong written and verbal communication skills
  • Technical background in an industrial setting
  • Basic PC skills including MS Word, Excel, Power Point, MS Project
  • Experience with heavy machinery and thermal processing a plus
  • Working knowledge of project controls, project management, scheduling, risk analysis, constructability reviews, construction and start-up.

EDUCATION REQUIREMENTS / WORK EXPERIENCE:

·BS in Engineering or other related field.5-10 years in related industry

·Experience preferred in heavy industrial environments requiring frequent capital expenditures

OTHER REQUIREMENTS:

  • Willing to stay for extended periods at domestic US locations or possibly overseas for work assignments
  • Ability to operate independently and within a team environment
  • Ability to travel about North America and Internationally
  • Ability to live and work in the US (US citizen, green card, work visa or equivalent)
