General Description

What You'll Do
The Project Coordinator manages the successful delivery of transportation construction projects through the entire project lifecycle. Requires extensive experience in balancing customer and contractor needs, scope, time, cost, risk and quality while maintaining a positive project environment, promoting a high level of performance and effectively managing expectations. The Project Coordinator has a working understanding of all project management approaches to coordinating multiple projects and the flexibility to support diverse internal, contractor, or stake-holder teams to deliver effective project solutions.
The position is responsible for coordinating all aspects of multiple transportation construction projects to County standards. This office/field position handles administrative work to transition project field activities into pay requests for Federal, State, CSAH, and City funds for processing by Financial Services.

Minimum Qualifications
  • Bachelor's Degree AND one year of progressive transportation project management, construction management, finance/budgeting and/or accounting experience.
OR
  • Associate's Degree AND three year of progressive transportation project management, construction management, finance/budgeting and/or accounting experience.
OR
  • An equivalent combination of education and experience in construction management, project management, finance, or accounting to equal or exceed five years.
Duties & Responsibilities

DUTIES & RESPONSIBILITIES:
These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.
1. Prepare contract change documents and establish funding sources through various approval processes.
2. Estimate and prepare project budgets, project funding sources, and confirm funding sources are secured and received per funding requirements.
3. Review detailed project construction plans and specifications. Review completed bid documents prepared by professional consultants for compliance with customer needs, and transportation design and construction standards. Makes recommendations to prevent foreseeable issues.
4. Develop and coordinate web-based communications (both weekly and as needed), utilizing the County’s website, Facebook (META), Twitter and Nextdoor to inform the public and other entities of progress of multiple transportation construction projects.
5. Work independently and in partnership with internal and external departments and local, State, and Federal agencies.
6. Prepare project related internal and external tracking and cost reports and updates.
7. Ensure compliance and adherence to statutes, County policy, standards and procedures.
8. Provides accurate and organized data to influence project decision-making.
9. Interpret construction plans and calculate necessary field notes. Work with construction staff to resolve field issues and to provide technical support.
10. Manage and oversee the progress and construction methods to ensure projects meet specifications; communicate and resolve construction contract problems.
11. Implements and coordinates OneOffice Construction software mandated by the state.
12. Submits detailed reports to State and Federal Agencies for maintenance and construction fund reimbursement.

Knowledge, Skills & Abilities and Work Environment
  • Ability to coordinate projects within budget and schedule.
  • Ability to understand construction contracts.
  • Requires knowledge of transportation standards and funding.
  • Strong problem solving ability.
  • Ability to review engineering drawings, specifications and materials testing data.
  • Proficient in use of applicable computer programs and software including extensive knowledge with One Office or equivalent, database systems, and work order systems.
  • Strong knowledge of accounting principles.
  • Effective interpersonal skills with emphasis on communication of complicated ideas and technical information to all levels of organization verbally and in writing.
  • Ability to review estimates, schedules and project management processes.

Work Environment
No special physical effort, strength, stamina, skill, or training is needed to meet this level. Some of the work is sedentary or may involve some walking, standing, bending, or carrying of light items; or involves driving vehicles with automatic transmissions over paved roads. Assignments regularly require visits to construction, industrial, agricultural or other outdoor sites, and movement over rough and uneven surfaces to execute and/or observe operations.

Location & Schedule
This is a hybrid position that offers a mix of telework and in-person work at our Empire Transportation Facility in Empire, MN. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 5:00 p.m.)
