Program Manager / Senior Researcher


Saliense is seeking a manager to provide program analysis and recommendations in support of the ArmyFit Program. ArmyFit aims to provide an information technology platform to support the Ready and Resilient mission led by the Army Resiliency Directorate. ArmyFit is a web-based software application that hosts the following functions:


● A self-assessment tool measuring psychological health from multiple dimensions

● Aggregated reports designed to support unit leadership understanding

● A library of topics and materials supporting system-generated recommended content for individuals based on results

● Compliance tracking and status reporting for unit administrators



The Senior Research Scientist / Program Manager will perform the following tasks:

● Manage the development of program requirements and ensure contract deliverables are accomplished to the customer’s satisfaction.

● Maintain regular communication with customer leadership including functional lead, technical lead, and senior leadership as required to facilitate program objectives.

● Ensure requirements are validated and approved by the customer before being actioned by the team.

● Collaborates with the client and team to establish milestones for all program areas.

● Maintain the overall program schedule (Research, Steering Committee, Data Collections, Training Requirements, etc.).

● Track key work tasks and lines of effort being actioned by the team.

● Ensure the monthly status report (MSR) is completed on time.

● Manage scope to avoid performing work outside of the contract.

● Manage stakeholders to achieve program objectives.

● Shape future contract requirements and overall scope.

● Coordinate with Government representatives on research requirements for studies, publications, and other research-related activities.

● Assist with the development of requirements as needed.

● Assist with issue and risk management.


Qualifications:

  • A minimum of six years of experience leading behavioral health research, programs, or services (within an Army organization is preferred).
  • Experience working in DoD environments is required, Army environment is preferred. Must possess strong verbal and written communication skills to function in a high level executive environment.
  • Position requires the ability to obtain a public trust security clearance. Active clearance is preferred.


  • Masters Degree required. Ph.D. in psychology, social work or related field preferred.
  • Minimum of three years of experience relating directly to the management and oversight of information systems operations, including overseeing major project operations and interacting with technical and functional personnel at all organization levels.
  • Experience as a unit Behavioral Health Officer (BHO) is preferred.
  • Must possess strong verbal and written communication skills to function in a high-level executive environment.
