The University of Southern Maine’s New England Environmental Finance Center is seeking applicants to fill a full-time position for a Community Partnerships Program Manager.


The New England Environmental Finance Center sits within the Catherine Cutler Institute at the Muskie School of Public Service, the research arm of the University of Southern Maine.


The New England Environmental Finance Center (https://neefc.org/) (NEEFC) has been building community capacity as a U.S. Environmental Protection Agency (EPA) Regional Environmental Finance Center (https://www.epa.gov/waterfinancecenter/efcn) since 2001, helping states, tribes, local governments, utilities, nonprofits, community-based organizations, and the private sector identify, fund, and finance critical environmental and infrastructure needs. Our experience suggests many of New England’s small, rural, underserved, and historically or currently disadvantaged communities struggle to plan for and position themselves to access environmental funding and financing. The NEEFC is redoubling efforts to develop relationships and build partnerships within these communities to ensure our services are available and accessible to those who may otherwise be left behind. We recognize each community faces a unique set of challenges and our approach to technical assistance centers on meeting communities where they’re at and co-developing solutions that build local capacity.


The Program Manager, Community Partnerships will lead community outreach, engagement, and communications strategy and activities for the NEEFC. This position will play a central role in two new projects where community partnerships are key: the New England Water Infrastructure Network (NEWIN), a NEEFC-led collaborative providing drinking water, wastewater, and stormwater technical assistance and funding/financing support; and the New England Environmental Justice Thriving Communities Technical Assistance Center (EJ TCTAC), a multi-partner effort led by the University of Connecticut to build capacity to address environmental and energy justice concerns in underserved and rural/remote communities.


This is a full-time position supported by a five-year grant from the EPA with an annual salary up to $74,000 commensurate with experience. This position will require occasional travel, largely within the New England area.

Qualifications


  • Demonstrated skill and ability in managing multiple community partnerships and/or communications initiatives.
  • The ability to distill complex ideas into accessible and understandable communications in a range of formats.
  • Bachelor’s degree and 5+ years of professional experience or Master’s degree and 3+ years of experience in community engagement, strategic partnerships, communications, marketing, public relations, environmental policy/advocacy/management, or another relevant field.
  • Willingness and ability to travel, largely within New England.
  • Excellent written, verbal, and visual communications skills.
