Job Summary


Works as part of a dynamic team to provide a Materiel Solutions Analysis (MSA) to assess alternatives for the Navy Electronic Procurement System (ePS) Core Contracting Module(CCM). Reviews commercial and government Off the Shelf (COTS and GOTS) solutions as alternatives and provides recommendations of viability.


Telework is supported at 20%. Travel is required at 10%.


Responsibilities And Duties


Provides priority attention to this effort due to MSA’s aggressive schedule. Participates in daily meetings and project updates with stakeholders, staff, project managers, etc. to render project activities into actionable solutions across business units and initiatives. Develops a cost model based on information available from the vendor inputs to the Request for Information (RFI). Produces schedule inputs as available based on RFI information. Reviews risks associated with various alternatives in terms of effectiveness, schedule, and cost - identify uncertainties that may impact effectiveness schedule and cost. Performs Program Analyst functions supporting the MSA for the Navy ePS, specifically the Department of the Navy's End-to-End (E2E) Contract Writing System (CWS). Analyzes and evaluates the effectiveness of various material solutions and makes recommendations based on requirements, cost and risk. Utilizes advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs, establishing study. Reviews business requirements and other documentation from multiple sources to identify and resolves cross-initiative dependencies and ensures consistency of approach and application across the enterprise/command. Develops queries, analyses, or reports from applications for operations or management staff of assigned business unit(s).


Qualifications And Skills


Required knowledge and years of experience


Must have at least eight (10) years of acquisition experience with an emphasis on procurement and contract development. Must be proficient in M365 products Must have general knowledge of DoD risk, Issue, and opportunity Management Guide for Defense Acquisition Programs. Navy Flank Speed experience a bonus.


Education Requirements


Bachelor’s Degree in Business, Computer Science, Engineering, Finance, Accounting, Statistics, or Economics or a related field with ten (10) years of acquisition and contracting experience. OR HSDG with fifteen (15) years of DOD contract development experience.


Certifications


A PMP is desired.
