Summary
Located in the CHIPS Unit (Creating Helpful Incentive to Produce Semiconductors) in the Office of Multilateral Trade Affairs, Trade Policy and Negotiations, Bureau of Economic and Business Affairs (EB/TPN/MTA). Acts as a monitor and evaluation analyst, focusing on Monitoring and Evaluation (M&E) analysis for the CHIPS Program Unit. Provides a full range of performance management and research work, collaborating closely with partner bureaus within the Department.

Duties
Serves as a Program Analyst for the CHIPS Unit’s capacity building projects. S/he coordinates, monitors and evaluates projects and in consultation with partner Bureaus, oversees the management of the program selection process.
Collaborates with supervisors to develop project plans that include work to be done, project scope and deadlines. Responsible for planning and organizing studies and projects, estimating costs, and coordinating with staff on all phases of projects.
Administers planning processes for existing and new programs in support of Bureau and Department objectives, conducting briefings, presentations, and conferences for executive management.
Coordinates and implements projects impacting the Bureau, in compliance with the policies and procedures outlined in the Foreign Affairs Manual.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience working on projects related to economic issues, such as global supply chains and/or semiconductors, and foreign assistance programs and/or grants
Experience managing aspects of complex, multifaceted projects where deliverables are concurrently due to leadership/senior staff.
There is no substitute of education for specialized experience for the GS-13 position.
