Summary


These positions are in the Office of Transit Safety and Oversight (TSO). and will assists FTA with providing safety oversight and program compliance of transit agencies to improve accountability for safety with a systematic and proactive approach to identifying and prioritizing safety risks.

Duties


As a Program Analyst, you will:


  • Support development of the national level strategy and planning concerning broad and complex policy issues of significant public importance relating to transit safety.
  • Assist in the development, implementation, and management of safety programs, primarily in the area of specific substance abuse programs and projects to address substance abuse trends.
  • Design, develop, and implement safety educational systems for effective knowledge transfer and application of SMS in the transit industry.
  • Perform a wide variety of administrative and analytical duties related to budget and acquisition execution and analysis.
  • Identify, justify, and develop recommendations for transit safety guidance for the transit industry.

CONDITIONS OF EMPLOYMENT:


  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • Relocation May be Authorized: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.


Qualifications


To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.


To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:


  • Experience conducting research and analyzing data or information.
  • Experience drafting, reviewing, and editing documents.
  • Experience with analyzing or evaluating programs; developing and presenting reports; and solving program or project issues in a team environment.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:


  • Experience with evaluating a program for compliance with statutory and regulatory requirements.
  • Experience with drafting, reviewing, and editing guidance or regulations and communicating requirements to audiences.


In addition to meeting the above specialized experience statements you must meet at least one of the following:


  • Experience developing and supporting various educational improvement initiatives in alignment with 21st Century teaching, learning, and evaluation methods, including assessing educational contexts, developing learning design frameworks, implementation evaluation, and impact evaluation.
  • Experience with utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct analytical studies and/or projects relating to mission-oriented programs.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:


  • Experience with utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative to conduct studies and/or projects relating to mission-oriented programs and advising management on decisions affecting policies.
  • Experience with oral and written communication skills sufficient to present findings and recommendations and deliver briefings on a multitude of subjects to co-workers, executives, and leaders within and outside of the organization.


In addition to meeting the above specialized experience statements you must meet at least one of the following:


  • Experience leading and conducting various educational improvement initiatives in alignment with 21st Century teaching, learning, and evaluation methods, including assessing educational contexts, developing learning design frameworks, implementation evaluation, and impact evaluation.
  • Experience in acquisition execution, preparation of documents schedules, FAC PPM Level II, COR Level II or equivalent experience and preparation of performance and financial information.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:


Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.


Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience


Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
