This recruitment is for one (1), regular, full-time position located in Salem, OR (4190 Aumsville Hwy SE). This position is an executive service position and is not represented by a union or association. This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies.
What you will be doing:
The primary purpose of this position is to serve as the agency’s Procurement Manager, which includes Procurement and Purchasing for the Department of Public Safety Standards and Training (DPSST). It directs and manages the agency’s procurement and contracting functions and directs and manages activities related to inventory control and asset management. This position supervises preparation of all contracts, agreements, and procurements for DPSST. It oversees the adherence to uniform rules and policies relating to requests for proposals, contractor selection, personal and professional service contracts, trade service contracts, as well as intergovernmental, interagency, and other procurements. It has principal accountability with direct program and/or administrative responsibilities over Procurement. This position plans, develops, and implements strategic goals and objectives to meet the agency’s immediate needs and overall mission and reports directly to the division director.

About DPSST:
The Department of Public Safety Standards and Training (DPSST) oversees the development of professional standards and the delivery of quality training for law enforcement officers, corrections officers, parole and probation officers, firefighters, telecommunicators, and emergency medical dispatchers. DPSST is also the regulatory agency that enforces employment and training standards for the above listed public safety disciplines and licenses proprietary security managers, security contractors and officers, polygraph examiners, and private investigators.

Minimum Qualifications:
Five (5) years of lead work, supervision, or progressively related experience; OR two (2) years of related experience and a bachelor's degree in a related field.

  • Collaborative leader with strong management skills with proven commitment to a team environment.
  • Experience amending contracts and working with internal/external clients.
  • Knowledge of public contracting, laws, and regulations.
  • Understanding of the Buy decision, through own experience.
  • Experience managing a large budget, and working with capital assets, public works contracts, and professional service contracts.
  • Experienced problem solver, able to take a proactive approach with foresight on issues, while being responsive, when necessary, with ease.
  • Experienced with grant and award processes, with preference in the public sector.
Preference may be given to candidates with knowledge and administration of Oregon Buys.
