What You'll Do:

As the Procurement Manager, you will supervise, direct and oversee procurement and purchasing operations. You'll act as first-line support for the Chief Procurement Officer and is responsible for all procurement activities as delegated by the Chief Procurement Officer in accordance with the Arizona Procurement Code.

You will advise agency staff at all levels regarding problem areas identified and recommend alternatives/corrective action to be taken. This position requires interactions with other states, county, and federal agencies/officials as needed.

We are searching for someone who will provide expertise and advice to stakeholders in the areas of vendor management, sourcing, and procurement. Negotiates or re-negotiates new and existing agreements or statements of work, where necessary, including an invitation for bids, requests for proposals, and requests for grant applications.

You'll partner with legal teams and stakeholders to develop and execute strategies that include optimal targets for pricing, service, and quality. Coordinate the development of action plans to implement CQI activities to improve processes. Identify other areas for improvement and implement recommendations for a more effective organization.

Job Duties:
  • Functions as the first-line manager for the Chief Procurement Officer. Directs and motivates professional, technical, and clerical staff to meet agency goals and objectives and provides required purchasing, contract, and financial expertise to the program areas while maintaining the integrity of the public procurement process. Manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training,
approving leave requests, and preparing evaluations).
  • Participates in the development of the agency's short-range and long-range strategic plans as they relate to procurement. Monitors section's progress in meeting goals and objectives. Recommends and implements corrective action as necessary.
  • Directs the development of action plans and implementation of all continuous quality improvement opportunities for the procurement office and engages staff to support the mission and strategic plan of ADHS.
  • Ensures that all procurement processes, records, and management information systems conform to both state and federal laws and regulations. Researches, prepares, reviews, and issues solicitations for ADHS.
  • Serves as a public procurement advisor and technical expert to ADHS executive management
  • Directs, manages, and effectively communicates purchasing policies and procedures to staff and interprets said policies and procedures as required to ensure the successful realization of agency goals and objectives. Develops, trains, and works with staff to improve technical writing and research skills.
Knowledge, Skills & Abilities (KSAs):

Selective Preference(s):

Bachelor's degree in Business Administration or a related field with five years of progressively responsible experience in a public health environment that includes public purchasing, management, and/or supervision of staff. Professional certification such as a CPPO, CPPB, or CPSM from a professional purchasing organization is preferred. Master's degree in a related field may substitute for two years of exp.

Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records, and must complete any driver training (See Arizona Administrative Code R2-10-207.11).

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
