This position is devoted to ensuring the most efficient and cost-effective process for operating a warehouse, maintaining just-in-time inventory levels, and professional procurement and contract administration services to the City. Provides first-level supervision to a minimum of two or more professional level (exempt) employees and oversee the day-to-day operations of a procurement unit as well as the disposal of surplus property. Responsible for supervising the Warehouse division; recommending purchases and contracts; monitoring budgets and expenditures; directing bidding and contracting activities; managing inventory; and managing the disposal of surplus property; ensuring compliance with laws and regulations; ensuring proper reporting and preparing and conducting training.
Duties/Responsibilities
  • Participates on committees and consulting regarding procurement matters
  • Supervises surplus property disposal,
  • Researches, reviews and performs complex data and cost-benefit analyses
  • Tracks, researches, and analyzes financial, utilization, vendor, market, and related data
  • Reviews and approves major purchases and contracts
  • And supervises the research and analysis of procurement information.
  • Supervises the maintenance and update of databases and online systems
  • And ensures compliance with applicable regulations, policies, and procedures.
  • Strives to improve efficiency in processes and reduce cost while meeting service levels.
  • And serves as a liaison with regards to cooperative purchasing arrangements
  • Reviews and approves purchase requests
  • Supervises staff including planning, assigning, and evaluating work
  • Reviews the work of others for accuracy and completeness
  • Oversees the inventory management of the warehouse, material yard storage and truck inventories.
  • Coordinates procurement for complex, large and expensive items such as major equipment and material purchases
  • Prepares, maintains, and/or reviews request for proposals, request for contracts, agreements, proposals, and other documents
  • Directs competitive bidding and contract administration
  • And ensures compliance regulatory standards, requirements, policies, and procedures.
  • Monitors budget and expenditures
  • Supervises the day-to-day operations of the Warehouse division
  • Coordinates the preparation of and/or prepares, maintains, reviews, and/or approves reports, contracts, agreements, training materials, and other documents
  • Establishes and manages partnerships
  • Develops and makes procurement recommendations
  • Collaborates with City departments, vendors and/or external agencies
  • Develops and conducts training
  • Responds to questions and resolves issues
Minimum Qualifications & Experience
+
Bachelor’s degree or equivalent in business or public administration, accounting, or directly related field.

Five years of municipal government procurement experience.
+
Two years of supervisory experience.
Additional Preferred Skills
  • Warehouse management experience
  • Certified Local Government Purchasing Officer, Certified Purchasing Manager, and/or Certified Public Purchasing Officer certifications are preferred.
