Under general direction, provides advanced skilled nursing care, patient and staff education in an ambulatory care setting, committee participation, quality assurance monitoring, and statistical data information.
Distinguishing Characteristics:
The Primary Care Clinical Registered Nurse series is distinguished from other nursing classifications in that it is assigned to ambulatory care programs affiliated with the Ventura County Health Care Agency and requires that incumbents demonstrate advanced competency skills and knowledge specific to specialty areas (i.e., family care, women's services, pediatrics, infusion/oncology, surgery/orthopedics, etc.). Incumbents are expected to work at the full scope of their licensure providing clinical care with a decreasing amount of supervision commensurate with their experience. The levels are distinguished by experience and leadership assignments.

- Float Nurse Premium Pay - $2.50 per hour
- Preceptor Pay – $2.50 per hour
- Weekend Shift Differential - $2.00 per hour
- Pension Plan: Participation in the County's defined benefit plan.
- House Supervisor Pay - $4.00 per hour
- Certification Pay: $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. - In-House Registry Pay:
- Non-overtime is 1.75 straight time base hourly rate
- Overtime is 2 times base pay straight time base hourly rate
- Evening Shift Differential - 7.5%
- Night Shift Differential – 15%
- Charge Nurse Premium Pay - $1.50 per hour
- Standby Premium Pay – ¼ of regular hourly wage or Federal minimum wage (whichever is greater)
- Non-overtime is 1.75 straight time base hourly rate
- Overtime is 2 times base pay straight time base hourly rate
- Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.

- Continuous County Service Incentive Pay: 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years
- Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree.
AGENCY/DEPARTMENT: Health Care Agency – Ambulatory Care
Primary Care Clinic Registered Nurse II is represented by the California Nurses' Association (CNA) and is eligible for overtime compensation.
NOTE: Salary placement will be determined according to the current CNA memorandum of agreement.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Per Diem Pool, Intermittent, and Extra-Help vacancies within the Health Care Agency. There are currently eight (8) Regular vacancies.
TENTATIVE SCHEDULE
OPENING DATE: December 23, 2022
CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.
Duties may include but are not limited to the following:
- Maintains current knowledge in specialty areas and ability to apply same in-patient care; and
- Performs and interpret diagnostic tests, quality control and quality assurance activities;
- Participates in the development of clinic policies, procedures, and protocols for patient care;
- Executes medical orders;
- Provides care coordination, case management, and utilization management;
- Provides patient education, counseling, and advocacy;
- Assists Supervisor with training of new hires;
- Maintains effective and continuous communications with physicians, patients and staff;
- Develops and implements patient and family education programs;
- Assists with patient hygiene, mobility, ambulation, and nutrition functions;
- Prepares and administer medications, solutions, and or treatments safely;
- Performs other duties as required.
- Promotes efficiency and safety in clinic flow and clinic operations;
- Participates in internal auditing of clinic performance for compliance;
- Participates in process improvement activities, ambulatory care and hospital committees, and/ or policy and procedure development;
- Assists in establishing patient care standards and tracks the performance of nursing staff in the assigned area;
- Participates in nursing committee activities;
- Implements age specific, cultural, infection control, safety, pain management, and BLS competencies, and/ or other unit specific competencies;
- Delegates duties and oversee Licensed Vocational Nurses and Unlicensed Assistive Personnel;
- Orients and trains staff and provides in-services;
- Provides nursing assessment, diagnosis, planning, intervention, and evaluation;
- Documents timely and legibly using SOAP or other acceptable format, including the delivery of medications, vaccinations, diagnostic tests and results, and treatments;

EDUCATION, TRAINING, and EXPERIENCE
Primary Care Clinic Registered Nurse II requires six (6) months of full-time professional registered nursing experience.
Special Requirements:
- Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment.
- Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California.
This position may be subject to State Health Officer Orders regarding vaccine verification. These requirements are a condition of employment. Depending on assignment and work location(s), successful candidates for this position will be required to submit proof of vaccination and/or booster against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process.
Knowledge, Skills, and Abilities:
Comprehensive knowledge of: the principles, practices, and techniques used in nursing care at specialty clinics.
Working knowledge of: patient and staff educational methods, quality assurance processes, nursing committee activities, and clinic administrative functions.
Working ability to: provide direction and serve as a resource to others; complete required continuing education programs; comply with and maintain accreditation standards and federal, state, and local regulatory requirements; work proficiently in emergency and/or stressful situations; maintain confidentiality of patient/client information; effectively maintain a positive working relationship with the medical staff, public, patients, and hospital administration; and communicate effectively, both orally and in writing.
