Preconstruction Administrator I– Federal and Non-Federal Construction (On-Site)

Brawley is seeking a reliable, self-motivated and well-organized Preconstruction Administrator I to support the Wilmington Construction Division in both federal and non-federal construction projects across Southeastern North Carolina.The Preconstruction Administrator will be responsible for managing preconstruction documentation and providing direct administrative support to the Wilmington Construction Estimating Team throughout the Preconstruction Phase of each prospective project.


Description of Responsibilities:


  • Ensure prequalification of all prospective subcontractors is complete prior to bid day, verifying prospective subcontractors and vendors meet Brawley’s prequalification requirements as well as all federal contracting requirements, when applicable, and maintain proper tracking of subcontractor prequalification results specific to each project’s bid day
  • Identify Controlled Unclassified Information related to federal projects and properly handle such files, when applicable
  • Participate in the proper and professional development of Subcontractor Solicitation Packages calling attention to any contractual requirements that may have an impact on the potential subcontractor or vendor’s pricing, as well as ensuring that all documentation applicable to the solicitation is provided fairly to all potential subcontractors and vendors
  • Establish all prospective projects for the Wilmington Construction Division within all of the organization’s utilized programs, including Salesforce, Procure, Sage and SharePoint
  • Organize all subcontractor proposals and/or responses into corresponding SharePoint folders for immediate access on bid day
  • Prepare, complete, and/or obtain all necessary documents to be submitted with Brawley’s official bid, including but not limited to cover letters, bid bonds, and attachment forms, prior to the bid due date
  • Maintain constant communication with the estimating team regarding prospective subcontractor responses, questions, and bid intents, and provide estimators with support, as needed, throughout the entire Preconstruction Phase
  • Organize all preconstruction project documentation and records into corresponding SharePoint folders throughout the life of the Preconstruction Phase
  • Issue Invitations to Bid to specified subcontractors for all prospective projects the Wilmington Construction Division intends to bid
  • Assist in the collection of subcontractor proposals on bid day, as well as the days leading up to bid day, and provide estimators with hard copies of any proposals received
  • Coordinate the scheduling for all required Preconstruction Team project bid meetings, to include preproposal coordination meetings, preliminary estimate reviews, prefinal estimate reviews, and final estimate reviews
  • Regularly maintain communication with all prospective subcontractors, transmitting all addenda as required and all applicable bid information, as well as responding to questions and assisting subcontractors with the submission of complete bids
  • Collect, monitor and maintain subcontractor prequalification forms and transmit as received to the applicable internal personnel for review prior to bid day


Required Skills& Qualifications:


  • Must be proficient with Microsoft Office and capable of learning and navigating additional software, as necessary
  • Effective communication with excellent verbal and written communication skills
  • Self-motivated, proactive, and resourceful in problem-solving
  • Well-organized and efficient, capable of prioritizing and working through multiple tasks concurrently and meeting deadlines
  • Ability to work both independently, and with a diverse group of individuals, maintaining and building good working relationships at all levels within the organization
  • Experience in Procore, Sage100, and Salesforce is preferred
  • Associate degree in relative field of study or 2+ years’ experience in a similar Project Administration role within the construction industry
  • High attention to detail and accuracy
