About this position:
POSITION TITLE: Public Policy Analyst
Job Summary:
Under the supervision and direction of the Public Policy Manager and in close collaboration with the Vice President of Policy & Regulatory Affairs, conducts public policy analysis, research, and advocacy to support sexual and reproductive health and rights in our geographic region. Works cooperatively with the Public Policy Manager, Vice Presidents, State Directors, and the regional public affairs team to promote the Planned Parenthood policy agenda and annual strategic and field campaign plans. Works to ensure that our policy agendas, approaches, and strategies center racial equity, social justice, and the organization’s strategic plan in the pursuit of expanding and protecting reproductive health, rights, and justice.
Essential Functions:
This position is a member of the regional team supporting the policy, communications, and lobbying work in several assigned states within Alaska, Hawaiʻi, Idaho, Indiana, Kentucky, and Washington. The Public Policy Analyst develops internal and external materials to support the policy agenda and strategic and field campaign plans; elevates racial justice and other aspects of reproductive justice consistently in PPAA’s work; represents Planned Parenthood at state agency hearings, public forums, and coalition meetings in assigned states; monitors and responds to state regulatory proposals in assigned states; elevates Planned Parenthood’s operational and financial priorities in advocacy efforts; and contributes to the efforts of the regional public affairs team.
Major Responsibilities:
Researches, writes, and edits policy materials, including formal written and verbal testimony, to support sexual and reproductive health, rights, and justice for use in lobbying, media, field, and grassroots advocacy efforts in assigned states.
Analyzes potential impacts of policy proposals on states generally, as well as health center and education operations specifically, and researches alternative policy options on variety of topics pertaining to sexual and reproductive health and rights.
In collaboration with state-based teams, conducts outreach and coordination with existing and potential partners on local and national levels, including but not limited to: health advocacy groups, reproductive justice organizations, organizations representing communities of color, LGBTQ+ organizations, environmental organizations, and professional groups to identify opportunities for collaboration in public education and advocacy efforts, including coordinating and providing administrative support for meetings in assigned states.
Incorporates reproductive justice, including racial, economic, environmental, and other frames that impact access to sexual and reproductive health care, in all PPAA positions and materials.
Monitors rulemaking, tracks legislation, monitors legislative committee and state and/or local board and commission meetings, and analyzes data on health finance, insurance, public health, Medicaid, and other topics to track policy implementation and inform policy efforts.
In collaboration with State Directors and Government Relations Managers, fosters relationships with staff at state agencies overseeing health, insurance, Medicaid programs, health care exchanges, and others as needed.
Works with Planned Parenthood lobbying, organizing and communications staff to share policy information with Action Network members, PPAA board, affiliates, stakeholders, and the public by developing written materials and reports and providing research for blog posts, press releases, and other forms of communication.
Compiles and maintains public policy handbook, statistical database, and voting records of state legislators.
Maintains strong relationships with key Planned Parenthood affiliate staff in operations and finance departments. Conducts regular check-ins on operational challenges, advocates for reform at relevant agencies, and shares progress on these priorities with affiliate regularly.

Supervisory Responsibilities: Volunteers, interns
Education: BA/BS in related field required
Travel Requirements: Occasional travel within the six-state region and nationally.
Experience:
At least two years’ experience with research, analysis, advocacy, and writing about health policy issues and government relations.
Strong project management and organizational skills.
Experience with state and local government policy development. Strong analytical, critical thinking, and communication skills.
Demonstrated commitment to and experience in incorporating equity efforts around race, sexual orientation, gender identity, immigrant status, economic status, and other issues related to equity and inclusion.
Demonstrated ability to manage competing priorities and make strategic decisions under tight deadlines.
Expertise in reproductive health care, rights, and justice policy and nationwide and regional trends.

Compensation:
PPGNHAIK's compensation philosophy is based on equity and transparency. Starting offers are determined by the candidate's location directly applicable experience and internal equity within the pay grade. The pay range is 58,820 - 98,033 paid annually.
