Job Description
General Purpose

The City of Idaho Falls is currently accepting applications for a Substation Technician or Substation Technician Apprentice with Idaho Falls Power. This full-time position performs a variety of journeyman level skilled duties related to installations, maintenance, operation and repair of substation.


SUPERVISION RECEIVED

Works under the general supervision of the Substation Foreman.

SUPERVISION EXERCISED

None. May in the absence of the Substation Foreman, direct line crews, apprentices, and/or contractors in substations.

Rate of pay depends upon experience and journeyman/apprenticeship status. Substation Technician Apprentice salary range will be $38.12 to 46.78 depending upon qualifications, and the Substation Technician salary range will be 46.72 to 57.53 depending upon qualifications.

Essential Functions

Performs construction, installation, operation, maintenance of substations, substation metering, and observes to ensure proper procedures are adhered to.

Responsible for effective and efficient completion of assigned projects and jobs.

Installs, adjusts, maintains tests, and troubleshoots substation equipment including fuses, switches, controls, circuit breakers, circuit switchers, relays power meters and test batteries.

Evaluates substation equipment condition to insure against faulty operation; writes switching orders and performs switching as needed.

Helps maintain drawings of substations; performs repairs and modifications on substation and distribution transformers, connecting, disconnecting, and transporting portable substation transformers, infrared thermography, painting, electrical print reading, substation construction and maintenance, reclosures, breakers, circuit switchers, SCADA, sectionalizers, and batteries.

Operates computer assisting in the recording and upkeep of maintenance and operating records; enters data related to systems and equipment. Use of computer to run various test equipment, program, and communicate with relays, tap changers and RTU communications systems.

Performs required quarterly oil spill prevention and control and counter measures (SPCC) surveys; prepares and submits findings according to established guidelines.

Responds to emergency and trouble calls for power outages, substation problems/alarms; follows the direction of the Substation Foreman and/or the Transmission and Distribution Superintendent.

Performs related duties as assigned.

Minimum Qualifications

1. Education and Experience:
A. Graduation from High School or GED;

AND
B. Completion of (4) four years in the Idaho Electrical Apprentice program with current Journeyman Electrician card or an approved Substation Technician program with Journeyman card;
OR
C. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Considerable knowledge of procedures for installation of substations, high voltage power lines and equipment; hazards and safety precautions associated with high voltage; equipment and tools required to effectively perform duties; terminology and nomenclature of the electrical field; the operation of heavy duty power equipment.
Journeyman skills in installation and maintenance of all substation equipment; including relays, transformers, circuit breakers, circuit switchers, and metering devices.
Ability to analyze and diagnose electronic and electrical problems associated with substations; work independently in completing responsible tasks; ability to make procedural decisions accurately where error could prove harmful to life and property; ability to work out-of-doors in all weather conditions; ability to communicate effectively, verbally and in wiring; ability to perform arduous physical labor; ability to develop effective working relationships with supervisors, subordinates, fellow employees, and the public; ability to operate radio communication equipment, and Idaho Falls Power system.
3. Special Qualifications:
Must be a State of Idaho licensed electrician or
Must pass I.B.E.W. Journeyman Lineman exam and
Idaho State Class”B”” CDL License preferred.

Work Environment

Incumbent of the position performs in both indoor and outdoor settings. Tasks may require periodically a variety of physical activities involving muscular strain, related to walking, standing, stooping, sitting, reaching and lifting (75 lbs). Essential functions require talking, hearing and seeing. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic travel required in normal course of job performance and exposure to season weather extremes. Regular exposure to hazardous conditions associated with energized power systems.
