Qualifications


MINIMUM QUALIFICATIONS:


A baccalaureate degree plus three years of professional level experience in port operations, international trade and transportation operations, or maritime industry operations.


Substitutions


Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.


Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:


A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.


30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.


60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.


90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.


120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.


College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.


A master's degree in business administration or public administration will substitute for one year of the required experience.


Note


Any college hours or degree must be from an accredited college or university.

May exercise project supervision over lower level Port Managers, project consultants, contractors and non-supervisory Board employees.


Reviews and provides input into evaluations of port employees providing ancillary services for assigned district and gives guidance when needed.


Conducts department meetings and conferences to plan, organize and direct performance; includes budget, staffing, technical and operating problems, solutions, and project status.


Drafts policies and procedures for executive management authorization and implements same.


Participates in planning meetings to develop goals for delivering port's mission.


Meets with federal, state and local officials, lessees, professionals, interest groups, board members, port tenants, and users on matters relating to port enterprise goals.


Monitors proposed legislation, regulations and studies and analyzes impact on the port.


Prepares budget, projects revenue, and authorizes expenditures for assigned areas.


Develops, controls, and monitors expenditures for salaries, overtime, controllable expenses, legal settlements, unplanned expenditures. Explains and documents reasons as required.


Interprets and verifies compliance with contracts and agreements between the port, its vendors or users and lessees of terminal facilities by conducting regular inspections of assigned districts for proper utilization, damage assessments, and repairs.


Interprets port tariff and property leases for rates, charges, regulations and contractual obligations.


Assigns cargo storage allotments for customers and shippers.


Supervises customer billings for services rendered.


Corresponds with and visits private business concerns in order to promote trade and industrial development for the port.


Negotiates and writes leases for cargo terminals, office space and warehouses.


Analyzes reports of harbor operations to plan and develop future operations taking into consideration such factors as economic conditions, tariff changes, and commodity movements.
