What You Will Do


We are currently searching for a Policy Analyst to independently provide support services to satisfy the overall operational objective. This is a full-time, on-site opportunity in Bethesda, MD.


Responsibilities Include


  • Analyze and evaluate findings and recommend more efficient, effective, and economical ways to accomplish policy objectives.
  • Prepare PowerPoint presentations and summary reports on management analysis.
  • Compile and analyze policy and related information.
  • Collect, organize, and analyze data from various sources.
  • Work with NIH Delegations of Authority staff on research and analysis of management data to improve the NIH Delegation database system; process delegations of authorities for the NIH Director approval and develop policies and procedures to enhance and streamline functional areas.
  • Compile data and prepare graphs, slides and presentations.
  • Work with staff on reporting requirements, including collecting information, collaborating with other offices, and preparing written reports.
  • Organize meetings and conferences; invite attendees; coordinate audio/visual requirements; coordinate teleconferencing; confirm speakers/presentations; prepare and disseminate agendas and handouts and other required documents.
  • Prepare background information, options and recommendations that are used to brief upper management.
  • Work with staff on special projects that involve management research, analysis, and written recommendations; support the Director’s Office, DCM on projects that require development of timelines and milestones.
  • Develop guidebooks, templates, and other tools to assist staff with policy practices.
  • Handle and resolve complex and/or unusual problems and emergency situations as they arise; work with staff to improve the efficiency and effectiveness of administrative operations; develop expeditious and efficient methods to solve problems.
  • Collect, analyze, and organize relevant qualitative and statistical management evaluation information and program information to prepare clear and effective reports.
  • Provide support to ten NIH-wide programs managed by the NIH OMA Division of Compliance Management (DCM) staff as needed; meet with program leads to improve program areas, determine priorities, and support staff needs and issues; work with staff to solve inter-and intra-departmental conflicts.
  • Review outgoing correspondence and other documents for procedural and grammatical accuracy, proper format, and conformance to established policy.
  • Perform fact finding and review to assist in developing and implementing organizational policies and practices.
  • Attend meetings, workshops, and seminars on relevant topics; provide a summary of relevant proceedings.
  • Provide technical advice to staff regarding new policies and procedures.
  • Work with NIH Policy Directives Staff on research and analysis of management data to improve the NIH Policy Manual system; process manual chapters for issuing offices; develop policies and procedures to enhance and streamline functional area.


What You Will Need


  • At least 3 years of experience
  • Bachelor’s degree in business management and administration or in a related discipline
