HIRING RANGE: $130,559-$156,670/YR DOQ

SUMMARY: Under administrative direction, leads, directs, and manages all activities of the City’s Parks and Recreation Department, including parks and open space maintenance, recreation facilities and programs, cemetery, and the facility maintenance of the Evans Community Complex. Serves as a member of the City Manager’s Leadership Team.

Manages and directs the Parks, Recreation, and Facilities Divisions. Participates in the hiring process and makes recommendations for discipline of employees. Oversees employees, work assignments, and monitors progress; guides, trains, and develops staff in the accomplishment of their duties; observes and enforces safety procedures; participates in providing feedback for performance evaluations.


Represents the department at both internal and external meetings, committees, and functions. Serves as a member of the City’s Leadership Team. Represents the City in meetings with professional organizations, other public agencies, and the public.


Communicates regularly and timely to ensure City Manager is informed of any employee or community concerns and commendations.


Responds appropriately to inquiries or concerns from the public.


Assists with the development of all Parks, Recreation, and Facilities Divisions budgets.


Assists with the development of long-range capital outlay budgets and capital improvements for the Parks, Recreation, and Facilities Divisions.


Oversees the operations of the City’s community spaces and facilities available for rent including custodial services and event management.


Manages the development, promotion, implementation, and evaluation of recreation and senior programs and projects in the community that meet community needs and interests.


Directs maintenance of all public park facilities, including but not limited to parks and open green space, public trails, shorelines, playground equipment, trees and vegetation, and park buildings and pavilions in support of community beautification.


Directs maintenance of Evans Cemetery in cooperation with City Clerk staff.


Directs the creation of requests for bids, publication of request for bids and bid documents for projects related to the Parks & Recreation Department.


Directs facility maintenance, and administration on contracts at the Riverside Library and Cultural Center.


Coordinates with Weld County School District 6 for the development of joint facility use agreements.


Coordinates communications, agenda items, and record keeping for the Parks and Recreation Commission. Conveys City Council goals to staff; interprets municipal codes and policies.


Directs and manages all activities and operations of the development, promotion, implementation and evaluation of recreation programs and projects that meet community needs and interests, current trends, economic feasibility, and department capabilities while increasing awareness and participation.


Develops and implements work plans, rules, regulations, policies, and procedures to advance the department’s mission, goals and objectives. Develops and ensures compliance with policies, procedures and standards of quality and safety.


Maintains a thorough knowledge of federal and state laws, local statutes, ordinances, standards, procedures, and trends related to department functions, and ensures their implementation.


Assesses local needs and updates the strategic plan for the future of the department, the City, and the community. Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals. Interacts with other departments and agencies to promote and coordinate activities, goals, and programs.


Remains current on issues and trends relative to the department and service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries and complaints.


Monitors departmental operations and customer service to ensure quality control; identifies and resolves deficiencies; prepares and presents periodic and special staff reports on departmental issues and projects. Interacts with other departments and agencies to promote and coordinate activities.


Collaboratively works with management team to develop, present and implement the City budget to City Council. Coordinates recommended fees for programs and facilities and impact fees for the department. Determines levels of staff, equipment, and other resources needed to effectively and efficiently provide departmental services and programs. Monitors and approves expenditures. Reviews cost recovery of programs. Assists in the preparation and administration of the budgets for the Conservation Trust Funds.


Meets with City Council, City management, commissions and boards to assist in policy determinations.


Oversees department marketing activities, including the use of brochures newsletters, emails and signage. Coordinates signage to ensure effective, consistent and appropriate placement.


Directs and manages all activities and operations of facility maintenance, including maintenance of facility equipment, such as HVAC, generator, and weight and cardiovascular equipment. Coordinates annual inspection of generator, elevator, sprinkler system and fire alarm system. Oversees the facility maintenance of related property.


Coordinates and administers the planning and design of recreation and facility related capital projects. Coordinates the hiring of consultants and administers and implements recommendations and action plans from recreation and facility master plans.


Oversees department security and keying system of the Evans Community Complex and works to ensure appropriate risk management methods for department operations.


Works to secure additional funding sources through sponsorships and grants. Writes grant applications and drafts legislation, including ordinances and resolutions, for consideration by the City Council.


Performs other related tasks as assigned by the City Manager


Qualifications


Minimum Education and Experience:


Bachelor's degree in Recreation or related field from an accredited college or university; five years of progressively responsible professional experience in parks maintenance, recreation administration or related field. Equivalent combinations of education and experience may be considered.


Knowledge, Skills And Abilities


Knowledge of principles, philosophies, methods, and practices of the parks and recreation industry.


Knowledge of the principles of customer service.


Knowledge of the principles, methods, and practices of parks, recreation, and facility maintenance. Knowledge of research methods appropriate to establishing community needs and industry trends.


Knowledge of computer applications for parks, recreation, and facility management.


Knowledge of the principles and practices of management including organizational development, budgeting, employee supervision, and training.


Skill in directing and managing all activities and operations related to parks, recreation, and facility operations including developing and maintaining budgets.


Skill in planning, organizing, assigning and coordinating the activities of professional and technical staff.


Skill in determining levels of staff, equipment, and other resources needed to effectively and efficiently provide departmental services and programs.


Skill in assessing community and City needs and strategically planning for the future of the department.


Skill in developing, implementing, and evaluating policies, procedures and work plans in order to achieve department mission, goals, and objectives.

Licensing And/or Certification Requirements


Colorado Driver’s License. Cardiopulmonary Resuscitation (CPR) certificate, and First Aid certificate. Certified Playground Safety Inspector designation desired. Certified Parks and Recreation Professional designation desired.


Physical And Mental Requirements


While performing the duties of this job, the employee is regularly required to sit, stand, squat, walk, talk, hear, and see. The employee is occasionally required to perform lifting, pulling, pushing, and dragging up to 75 pounds.


Work Environment


Work is primarily performed in an office setting; however, work may also be performed outdoors. Employee is required to drive a motor vehicle. Work frequently involves dealing with the safety of others. The employee may be exposed to electrical hazards and work in high works place over 10 feet.


The City of Evans conducts pre-employment physical exams, drug testing, and background investigations as a condition of employment. A positive drug screen test for marijuana will disqualify a candidate from being considered for employment, regardless of whether the use is recreational or medical (red card).
