Job Description
### General Purpose


The Parks, Recreation and Trails Director is a key member of the City's leadership team. As the primary purveyor of public parks and recreation services to the region, the Parks and Recreation Department oversees the upkeep, planning and improvement of the city parks and trail systems, administers traditional sports leagues, manages an aquatic center, and develops creative programming in partnership with other community organizations across the City. The Director is in charge of supervising and coordinating these varied functions along with their capital programming needs, and is also responsible for the planning, development, and long-term health of Moab's urban trail network. This position requires excellent customer service skills and an advanced sense of diplomacy when dealing with internal and external constituents.


Reporting Relationships


The Parks Recreation and Trails Director supervises the Parks Department, Aquatic Manager, the MRAC Manager, the Sports Recreation Manager, the Arts Director and other positions as assigned.


This position reports to the Deputy City Manager or to another as assigned by the City Manager.


Essential Functions


The Parks Recreation and Trails Director supervises the staff of the Parks, Recreation and Trails Department. Responsibilities include:


  • Tracking and supporting staff-led projects and initiatives;
  • Developing and implanting relevant employee orientation, training, and recognition programs.
  • Overseeing daily operations of parks, programs and facilities;
  • Handling promotions, discipline, and terminations as needed in coordination with HR and the Deputy City Manager;
  • Plans and coordinates improvements, additions and changes to the parks, trails and parkways within the City. Performs landscape design functions
  • Conducting performance evaluations of staff and follow up performance improvement plans as needed;
  • Coordinating department needs on behalf of departmental staff with other City Departments;


The Director manages the Department's budgeting, finance, and cash handling obligations, including:


  • Providing direction for needed budget adjustments, transfers, and requests; and
  • Overseeing staff in the daily collection and deposit of public funds generated through fees and charges to ensure compliance with established City cash handling procedures.
  • Preparing the annual departmental budget recommendation for the Finance Director consideration;
  • Reviewing monthly expenditure and revenue reporting to ensure budget compliance and to aid in departmental financial forecasting;


This position is responsible for the Department's long-term capital and strategic planning needs as well, such as:


  • Assessing and recommending short- and long-range policies related to information technology and communication; and
  • Participating in the formulation and implementation of program-specific marketing initiatives and the citywide communication plan.
  • Developing capital facilities plans in coordination with the City Engineer and the Public Works Director;
  • Leading the Department's visioning and strategic planning efforts;


Working Closely With The City Engineer, And With The Public Works Department That Maintains The Paved Trails Within City Limits, The Parks, Recreation And Trails Director


The Director is also in charge of planning and development of the City's trail system.


  • Develops a master plan for trails consistent with the Moab General Plan;
  • Seeks grant funding for future trail development and maintenance.
  • Coordinates trail improvements with the City Engineer and Public Works Director;
  • Leads the effort to analyze trail proposals for inter-connectivity with existing trail systems and other jurisdictions;
  • Represents the City on various boards and committees related to trails such as Grand County Trail Mix; and
Minimum Qualifications


Education And Experience


  • Bachelor's degree in Parks and Recreation Administration or related field, and
  • Five (5) years of experience in a supervisory capacity, or
  • An equivalent combination of education and experience
Skills and Abilities


  • Working knowledge of budget preparation and related accounting principles;
  • Ability to use word processing, spreadsheet, database and other standard software applications to create complex documents and reports; and
  • Ability to establish and maintain effective working relations with elected officials, department heads, employees, officials and employees of other jurisdictions, and the public.
  • Excellent oral and written communication skills;
Work Environment and Physical Demands


Employees work under typical office conditions, and the noise level is usually quiet.
