The Massachusetts Gaming Commission (MGC) seeks to hire a Paralegal / Intake officer for its Investigations and Enforcement Bureau (IEB). The IEB is an enforcement agent for regulatory matters under the gaming and sports wagering laws. The Paralegal works under the supervision of the Chief Enforcement Counsel/Assistant Director of the IEB in a collaborative, team environment that includes Gaming Agents, Financial Investigators, and State Police assigned to the IEB, as well as staff assigned to the Licensing Division.
Duties and responsibilities include, but are not limited to the following:
- Assist with the appeal hearing process by creating and maintaining an appropriate filing system for documents; working with attorneys in the Chief Enforcement Counsel’s Office and the IEB Investigators to gather documents and prepare exhibits for distribution prior to each hearing; and communicating with the Clerk of the Commission.
- Assist the Chief Enforcement Counsel’s attorneys with proofreading and formatting reports and other materials, and with the creation and preparation of materials for Commission meetings.
- Schedule and attend meetings with MGC staff and external parties.
- Collect and prepare documentation to support enforcement action by the IEB or the Commission.
- Request and collect documents from courts or other agencies.
- Establish or maintain an appropriate tracking and filing system for hard copy and digital records.
- Monitor dedicated intake emails for individuals and operators to submit information that falls under their reporting obligations, and filing these disclosures as appropriate.
- Direct questions from applicants, entities, or operators to a relevant staff member, as necessary.
- Send “Secure-File-Transfer” transmissions to intended recipients.
- Draft and send correspondence to individuals, entities, and operators as necessary to inform them of the IEB’s decisions and, as applicable, their right to appeal.
- Organize incoming mail and directing it to intended recipients.
- Review reported investigative hours and prepare reimbursement memoranda.
- Monitor and log reports of fines levied by gaming and sports wagering regulators in other jurisdictions.

Education and Training:
- A minimum of 1-3 years of experience as a Paralegal or Legal Administrative Assistant in a law firm, corporation or government agency, and a Bachelor’s Degree in legal studies or similar discipline; or an Associate’s Degree and Paralegal Certificate; or an equivalent combination of education and experience.
Skills and Qualifications:
- Expertise in MS Office applications including Outlook, Word, Excel, and PowerPoint.
- Ability to maintain confidentiality.
- Expertise in Adobe Acrobat Pro or similar .PDF editing software.
- Familiarity with or exposure to public hearings, public meeting laws, and/or public records requests.
- Ability to work individually and across teams with patience and professionalism.
Salary is commensurate with experience.
The successful candidate will be required to pass an extensive background check that includes a full credit check, CORI, drug screen, finger printing, and review of income tax transcripts for the past five years. All employees of the MGC are required to be fully vaccinated against Covid-19.
The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor license in Massachusetts.
