Job Description
Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Support the development, implementation, and monitoring of a mission compliance program that includes internal control activities, risk assessments, standards and procedures, awareness and training, and verification and assessment to ensure compliance with applicable laws and regulations. Develop and implement comprehensive mission compliance solutions. Collaborate with mission, IT, legal, and policy offices to develop and oversee IT requirements for the use and handling of datasets and U.S. person information. Use investigative techniques and apply investigative standards, policies, and procedures necessary to make investigative determinations. Manage compliance incidents, including identifying root causes and assessing impact of incidents. Produce documentation related to compliance incidents, compliance processes, and compliance risk management. Use compliance-related tools and procedures to audit, monitor, or gather oversight and compliance data. Other duties, as assigned. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Mandatory Requirements: Ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government. Ability to logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust. Interpersonal, organizational, and problem-solving skills, including ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus-building. Experience in intelligence analyst, targeting, compliance, or oversight. Bachelor's degree or equivalent experience Desired Requirements: Knowledge of the mission, charter, roles, and responsibilities of the NCTC, ODNI, IC, and U.S. Government agencies. Thorough interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively on complex issues requiring negotiation and consensus-building.
