Job Description
Purpose of Position
ICF is seeking an Outreach and Recruitment Specialist to work on a national technical assistance project. The purpose of this project is to provide legal services for Unaccompanied Children post-release from Office of Refugee Resettlement (ORR) care and custody and to expand the legal community’s skills and capacity to provide immigration legal support. The Outreach and Recruitment Specialist will develop communications strategies and tactics in support of recruiting providers and recipients to the project. He or she will also provide strategic support, technical assistance, and consultation to the Legal Services Recruitment Team. Specifically, this position will provide support in the areas of communication planning, message development, media relations, materials development, outreach, and all related activities for legal service provider recruitment.
The Outreach and Recruitment Specialist will work closely with and under the oversight of the LSP Manager to execute essential strategies for engaging LSPs from a variety of sources. The successful candidate will have an ability to partner with the client, partner organizations, and the project management team leads in the development of LSP engagement strategies.
Key Responsibilities
  • Develop strategies and content for recruitment and outreach (e.g., newsletters, Updates, blogs, fact sheets, briefing documents, intranet and external website content).
  • Conduct all activities related to recruitment and outreach including drafting communication related to new federal guidance.
  • Gather and analyze relevant data for the development of communication, outreach, and recruitment products and strategies.
  • Support the development and use of tools to support the recruitment of and communication with LSPs.
  • Integrate social media tactics into overall communications and recruitment.
  • Develop lists of key stakeholders for outreach and engagement.
  • Conduct all activities as part of the larger Recruitment Team.
  • Develop key messages in support of recruitment and outreach.
  • Respond to inquiries or information requests from the client, partners, and project leadership.
  • Track program activities and deliverables using Excel spreadsheets or other tools as needed.
  • Develop materials to be used in communication, outreach, and recruitment.
Basic Qualifications
  • A minimum of 3 years managing projects, tasks, personnel, or equivalent of project management such as managing multiple aspects of deliverables, deadlines, and partner relationships.
  • A minimum of 2 years demonstrated ability to build and maintain strong stakeholder and partner relationships, including balancing multiple perspectives/needs, for capacity building projects.
  • Bachelor’s degree in social work, public administration, business administration or related field which requires an understanding of written communication.
Preferred Skills
  • Education and/or experience in the application of race equity, diversity, and inclusion of social justice strategies in human service settings.
  • Working knowledge of the refugee, immigrant, and asylee challenges.
  • Experience working with the legal community.
  • Experience working for a refugee program.
  • Prior work experience in a consulting environment.

  • Strong analytical, problem-solving, and decision-making capabilities.

  • Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact and diplomacy.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$56,467.00 - $95,993.00
