Job Description
ICF seeks a part-time Youth Support Lead with lived, personal experience in child welfare to provide peer support, coaching, consultation, and technical assistance in support of the Children’s Bureau (CB). Experts will apply their direct lived and professional expertise, including relevant knowledge and skills, to work directly with young adult consultants in support of state and regional staff and key stakeholders and in collaboration with the ICF team to support state implementation of key provisions.
KEY RESPONSIBILITIES:
This support requires a range of expertise and experience that includes the following areas: the John H. Chafee Foster Care Program for Successful Transition to Adulthood (Chafee program); the Education and Training Voucher Program (ETV); extended federal and state foster care; driving and transportation services; public awareness campaigns, outreach, and notification; administration of emergency aid; and youth engagement. Specific responsibilities include the following:
  • Provide expert consultation in one or more desired areas listed above to state agency staff and the Children’s Bureau on needs related to the Pandemic Act
  • Contribute to regular project reporting for activities as needed
  • Providing coaching and peer support to young adult consultants becoming coaches as they develop their coaching practice.
  • Establish effective communication plans with young adult consultants, project staff, CB staff, and assigned jurisdiction staff
  • Manage virtual meetings with states as needed, independently and/or as part of a team
  • As needed, participate in meetings with other subject matter experts and staff to review service delivery and jurisdictional assignments, problem solve, and share lessons learned
  • Provide expertise in virtual state engagements, events, training, and product/tool development
  • Provide coaching, peer support and coordination to the young adult consultants on project’s
BASIC QUALIFICATIONS:
  • Possess direct, personal lived experience in the child welfare system
  • Ability to build and maintain strong stakeholder relationships and partnerships with young adult consultants and other subject matter experts as part of project work
  • Strong knowledge of and expertise in one or more areas identified in the key responsibilities.
  • Willingness to work remotely across a variety of time zones and occasional evenings and weekends
  • Possess at least 4 years of relevant work experience, including providing peer support and coaching, training, technical assistance, and/or consultation to child welfare agencies
PREFERRED EXPERIENCE/SKILLS:
  • Demonstrated experience leveraging lived expertise to advance organizational or system improvement initiatives
  • Bachelor’s degree in social work, public administration, or related field
  • Experience assessing organizational capacity/readiness to support youth engagement strategies
  • Possess leadership and project management experience
  • Knowledge of opportunities and approaches to cross-system collaboration and partnerships
  • Ability to work with child welfare agency staff, youth and young adults, and CB leaders to identify technical assistance needs
  • Demonstrated expert-level knowledge of state, tribal, and territorial public child welfare agencies and how they operate and transitional-age youth programs including activities under the Chafee program/ETV (including related policy, practice, funding, or associated legal issues)
  • Experience supporting the execution of youth town halls or other youth listening sessions to inform disaster planning, response and recovery
  • Demonstrated experienced using or working with state data to understand complex social problems, consider causes, and provide expert consultation

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$58,520.00 - $99,484.00
