The Treasury, Taxation and Vehicles (TTV) department is currently seeking qualified candidates for the position of Motor Vehicle Manager. The motor vehicle division is responsible for the collection and distribution of vehicle registration fees, sales tax, and property tax for the state, county, cities and other taxing authorities that levy taxes and/or fees. The Motor Vehicle Manager is responsible for managing a full-service motor vehicle office, overseeing the daily operations of the vehicle titling and registration process, and ensuring that exemplary customer service is being provided while following applicable state laws, rules and regulations.

Job Duties:

The Manager is expected to function not only as a proficient leader, but also a positive and energetic role model for the team and must possess the following:

  • Strong organizational and decision-making skills as well as the ability to effectively and efficiently manage competing priorities.

Responsibilities Include:

  • Manage the daily operations of a motor vehicle title and registration office while following all applicable laws, rules and regulations; provides strategic planning directives; collaborates with senior leadership and the Kansas Department of Revenue (KDOR) to maintain, and strengthen the functions of the motor vehicle division; establish and maintain high standards of safety and security, including the management of cash, checks, and credit card activity to mitigate loss and risk; support the staff and customers by maintaining visibility and accountability in the office; manage vendor relationships necessary to successfully operate resolve escalated issues and complex inquiries from customers, staff or system vendors; serves on the TTV leadership team to provide strategic leadership and promote a dynamic and positive culture in the department; performs duties that have department, county, and statewide impact on motor vehicle services.
  • Supervise a group of motor vehicle supervisors and specialists; clearly defines subordinate roles and responsibilities; motivates employees to perform at a high level and provides coaching and training to meet performance expectations; determines, modifies, and implements procedures and processes to improve motor vehicle operations; interviews, hires and trains new employees and recommends disciplinary action, as needed; makes employment-related decisions and/or recommendations, and formally evaluates the performance of staff; provides oversight of staffing schedules to ensure adequate staffing levels are available to meet customer expectations during business hours.
  • Engage in process improvement and strategic leadership to determine the direction of the motor vehicle division in alignment with County goals and the State of Kansas goals; effectively communicate strategies internally to staff and externally to executive leadership and to the community; research, review, recommend and implement innovative solutions to increase efficiency and service delivery; work successfully in a team environment, as well as independently creates a positive culture of change and supports strategies and mechanisms to implement them; fosters buy-in and enthusiasm with staff.
Job Requirements

High School Diploma or equivalent and a minimum between nine (9) to thirteen (13) years relevant experience OR Associate's Degree and a minimum between seven (7) to eleven (11) years relevant experience OR Bachelor's Degree and a minimum between five (5) to nine (9) years relevant experience. One (1) year leading, directing, supervising, or coordinating the work of others is required. Valid Driver's license and good driving record required.

Five (5) years experience as a retail sales manager, customer service manager, bank branch manager, or closely related position, with emphasis on personnel management, retail operations and business development or relevant experience is preferred.

Two (2) years leading, directing, supervising, or coordinating the work of others is also preferred.

Experience may be substituted for degree and degree may be substituted for experience.

Scheduling and shift assignments and work location may be changed at any time, as required by business necessity.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.
