ORGANIZATION: Facilities and Energy Management Division, Department of Support Services

JOB SUMMARY: The Manager of Facilities and Energy plans, develops, directs, evaluates and supervises a comprehensive public facilities maintenance, renovation, energy and repair program for all properties owned by the City of New Britain. Assures coordination and delivery of daily programmatic service requests. Responsible for specifying, planning and monitoring comprehensive facility management services including coordinating and managing the efforts of City of New Britain facilities to reduce the consumption of energy and implements environmentally friendly practices. Oversees the implementation of the City’s Comprehensive Energy Plan and associated programs. Serves as the managing authority for the City’s automated Facilities Management Software system.

At the City’s option, the Manager of Facilities and Energy may be charged with oversight and operation of the City’s parking, security, and meter enforcement resources. This task includes the maintenance of city owned garages and parking lots. Additionally, this position has primary responsibility for access control, fire and security alarms, audible voice and signal alerting systems, associated CCTV for security purposes and selective audio-visual device control. These duties also include key control, fire extinguisher maintenance and management.

Depending on staff assignments, the Manager of Facilities and Energy may be required to support selective low voltage controls including specialty lighting, computer and fiber optic cabling and terminations.

The Manager of Energy and Facilities is responsible for the electrical service in key city buildings and in assuring that a means of emergency power is available or supplied by a standby resource. May serve as the department head in the scheduled absence of the Director.

SUPERVISION RECEIVED: Works under the direction of the Director of Support Services. Reports to the Chief of Police on all matters involving criminal history record information and access to systems and services that contain such information.

SUPERVISION EXERCISED: Full and part-time personnel assigned to the Facilities and Energy Division. Serves as the manager for all contracted facilities management activities

Provides management level leadership on workshops related to city staff on appropriate, safe, efficient, and responsible use of municipal space.

EXAMPLE OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Consults with and advises the Director of Support Services on the development and review of strategic City wide plans and policies.

2. Establishes and maintains a citywide facility safety plan.

3. Provides day to day supervision and direction for employees of the Facilities and Energy Division to meet established goals and objectives; establishes performance standards and conducts administrative reviews and program evaluations in order to monitor and improve the effectiveness and efficiency of services.

4. Oversees the functioning of City building systems including, but not limited to, mechanical, electrical, security, fire/life safety and elevators.

5. Administers and complies with all collective bargaining agreements and personnel rules

6. Provides appropriate training and skill development programs for employees to improve performance, assure standard safety procedures are utilized and be in full compliance with all local, state and federal laws and requirements.

7. Establishes and maintains a system of quality control to provide relevant information for decision making, improve productivity and enhance individual and programmatic accountability to ensure optimal performance and quality of contracted and in-house services; develops systems to track and report service requests and responses, and complaints from users and tenants.

8. Develops and administers City operational and capital improvement budgets as related to facility management operations in accordance with established policies and procedures.

9. Develops long range facility maintenance plans for all City buildings including space analysis and program needs; capital improvement and investment needs; and maintenance and upkeep.

10. Prepares capital budget recommendations for the City’s Capital Improvement Program. Works cooperatively with other City entities to facilitate capital construction projects. Coordinates facility management duties as necessary to assist in the completion of city and school capital projects managed by the City.

11. Manages minor capital projects within public facilities such as carpet and floor covering replacement, painting and minor interior modifications; develops specifications and oversees contractor performance and project completion; coordinates and oversees office relocations and moves.

12. Examines, identifies and makes recommendations on opportunities for improvements and cost savings through every conservation initiative, work method enhancements and service and supply contracting methods.

13. Selects and directs consultants and contractors engaged for specific tasks such as architectural and engineering services, construction and renovation operations, or maintenance and repair of City facilities. Procures appropriate goods and services in accordance with City policies and procedures.

14. Develops, coordinates and manages the implementation of a Comprehensive Energy Plan. Documents and communicates achievements and maintains metrics to measure plan and program success.

15. Maintains the utility management system and reviews utility bills to identify data patterns or anomalies that indicate opportunities for savings or corrective action.

16. Reviews projects in the City’s Capital Improvement Plain (CIP) for opportunities to reduce energy consumption and lower energy costs.

17. Identifies and secures outside funding sources from areas including, but not limited to utility companies, State and Federal government, the State Clean Energy Fund and Energy Efficiency Fund.

18. Benchmarks and monitors the facility energy consumption and updates Energy Star Portfolio Manager Ratings for each facility. Conducts walk through energy audits of City buildings to identify energy saving opportunities.

19. Manages energy efficiency projects such as lighting replacement, clean energy projects, and HVAC equipment replacement. Identifies changes to maintenance operations that reduce energy consumption and works with maintenance staff to implement.

20. Identifies opportunities to reduce energy consumption through changes in human behavior.

21. Develops, amends, supports and maintains a Facility Recycling program for municipal buildings.

22. May engage in grant writing.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

1. Extensive knowledge of the principles and practices of construction techniques, architectural and engineering principles and maintenance requirements as related to the design and management of public facilities.

2. Considerable knowledge of the laws, rules and regulations pertaining to facilities’ engineering, architecture and maintenance work, including but not limited to, local, state and federal life/safety and health codes, including Americans with Disabilities Act, fire and building codes.

3. Extensive managerial and supervisory ability, including the ability to plan and set objectives, direct and control diverse programs, motivate, develop and train employees, and work with advisory boards, citizen groups and various local, state, and federal officials.

4. Ability to design, develop and administer public facility maintenance and management programs to meet the needs of the municipality and its various organizational entities.

5. Ability to establish and maintain effective working relationships with administrators, subordinates, other departments and employees, outside contractors, and the public.

6. Ability to read and interpret blueprints, plans and contracts.

7. A working familiarity with the building trades; vocational training in carpentry, electrical, HVAC or plumbing desirable.

8. Knowledge of clean energy technologies, green building standards and certifications/rating systems.

9. Knowledge of building and equipment operation/maintenance processes and practices.

10. Knowledge of Federal, State, and local regulations related to energy management programs.

11. Knowledge of contemporary procurement principles and practices.

12. Ability to plan, develop and direct a comprehensive energy management program; to evaluate program results; and to maximize the use of resources.

13. Ability to analyze energy usage and facility utilization patterns and data.

14. Ability to develop and present energy conservation programs in city facilities

15. Ability to seek and apply for grant funding to implement energy programs within City and public school facilities.

16. Ability to work collaboratively with engineers, mechanical and building contractors and inspect and evaluate work for contract compliance.

17. Ability to communicate clearly and effectively, both orally and in writing.

18. Ability to make effective presentations and respond to questions from supervisors, customers, business community and the general public.

19. Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.

20. Ability to review and assess the work of others for thoroughness and accuracy.

21. Ability to climb ladders, enter equipment rooms, and traverse rooftops to conduct energy audits.

22. Working knowledge of standard office practices, including the ability to operate a personal computer utilizing a Windows environment with proficiency in Microsoft Office, Word and Excel.

23. Ability to operate a personal computer for e-mail, word processing, spreadsheet and database applications; ability to learn to operate applicable division and enterprise software applications as required.

24. Ability to perform administrative tasks including budget preparation, cost analysis, maintenance of automated records and preparation of reports.

MINIMUM QUALIFICATIONS REQUIRED: Graduation from an accredited college or university with a Bachelor's degree in environmental management, business management, public administration, engineering or closely related field and at least five (5) years of increasingly responsible experience building, facilities and energy management. Must have at least three (3) years of management or supervisory experience in the field of construction or facilities management or a combination of education and qualifying experience, deemed equivalent. Demonstrated project, facility and energy management experience in the public sector, including school buildings, is preferred. A suitable combination of training, education and experience deemed equivalent by the Personnel Director may be substituted.

Must possess and maintain a valid driver's license and a driving record compliant with the City of New Britain Safe Driving policy.

LICENSE OR CERTIFICATE: Must have and maintain a valid Connecticut Driver’s License.

PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS: Performs duties in environments varying from air conditioned, natural air and fan cooled. Occasionally must inspect and view sensitive air/health quality environments as in ceilings, basements and vacant properties. Ability to lift, carry, and lower materials commonly used in building maintenance and repair.

SPECIAL CONDITIONS: After normal business hours, the employee must be accessible to respond to emergencies or other matters affecting public buildings assigned to the division. Employee may perform duties in the specialized technical certification.

CONDITIONS OF EMPLOYMENT: Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation to be conducted by the New Britain Police Department. In the event that this position has access to criminal history records maintained under systems operated by the Police Department or the Public Safety Telecommunications Center approval of the candidate is required by the Chief of Police. Both in and out of state travel for periods of up to five working days including overnight stays may be required as a condition of employment.

PROBATIONARY PERIOD: The probationary period for this position shall be twelve (12) months.

PASSING GRADE: The minimum passing grade is 70%.

DURATION OF OPEN COMPETITIVE EMPLOYMENT LIST: A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. The Civil Service Commission may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is deemed to be in the best interest of the City. However, in no case shall any certified employment list remain in force for more than two years.

RULE OF FIVE PLUS THREE: When a vacancy exists for this position, the Appointing Authority is sent the first five names in rank on the certified Employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.
