Job Description

The Management Analyst position is located in the Department of Youth Rehabilitation Services (DYRS). The mission of DYRS is to improve public safety and give court involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.

This position requires the incumbent to work closely with the Chief Operating Officer (COO) within the Operations and Administrative Services Division, managing various deliverables and division projects. This position requires a high degree of confidentiality providing personnel and management advisory services and the ability to proactively resolve complex problems with innovative solutions.

Duties and Responsibilities

The Management Analyst coordinates or carries out assignments on matters involving a wide variety of matters incidental to the operation of the DYRS. The incumbent will be responsible for managing project deliverables for the COO’s direct reports and other internal and external stakeholders. The incumbent must communicate with various communication styles effectively, so the incumbent must have excellent written and communication skills. The Management Analyst is also expected to take a proactive approach to the work, always working to refine and streamline agency processes while supporting the mission and vision of the agency.

The incumbent also monitors and assesses specific high priority or highly sensitive projects which the Department has special concern and prepares related background data for use by executive management. Provides advice to the professional staff members on matters including policy and procedures, supplies additional information, and provides additional instructions. Exercises analytical and evaluative expertise in the review of agency goals and objectives, operations and business processes. Perform root cause analyses of business processes to identify needs for reform. Designs, organizes and participates in continuous quality improvement and quality assurance programs; directing and managing the administrative functions that support the delivery of program activities. Plans, coordinates and supervises a broad range of complex special projects and programs related to the improvement of agency processes and programs.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Skill in applying and adapting analytical methods and techniques; Experience supporting complex projects; Expertise reviewing, drafting and editing written communication including presentations and reports are preferred.
