The City of Salem Public Works Department is in search of a Management Analyst!

What You Will Do


Conduct departmental budgeting, forecasting, expenditure analysis, reporting, procurement, contract administration, and administrative support. Work includes developing conclusions and recommendations in the form of reports, financial analysis generated through gathering data, statistical analysis, budget consolidation and monitoring, program management, and reporting.


Additional Information On Job Responsibilities


  • Monitor and analyze programs, procedures, financial activities, and other support functions to develop recommendations.
  • Occasional attendance at meetings or activities outside normal working hours.
  • Develop and monitor Utility Fund budgets. Conduct revenue and expenditure analysis, forecasting, rate setting, cost of service analysis, financial reporting, and intra-agency billings.
  • Maintain the integrity of data and records. Ensure compliance with applicable public records laws and regulations.
  • Evaluate opportunities to implement efficiencies and electronic workflows in support of field workers and employees at multiple locations. Support the work of project teams by evaluating proposals and developing recommendations. Analyze the performance of the operation and compare to service level expectations. Develop plans and recommendations.

What are the minimum qualifications?


  • Bachelor's degree from an accredited college or university in public administration, business administration or a related field, and three years of experience in a related field, or any combination of experience and training which provides the required knowledge, skills, and abilities to perform the essential functions of the class.
  • Must have an Oregon Driver license and have a driving record that meets the City of Salem's driving standards.
  • Depending on area of assignment, may be required to pass the pre-employment drug test (including marijuana).
  • Must pass the pre-employment background check.
What you will bring along:


  • Experience with asset management, work orders, cost accounting, billing, and best practices for interfaces between software applications.
  • Proficiency in operating office computer and associated software applications, technology, or other programs or equipment to collect and analyze data, retrieve information, and create documents and reports.
  • Exercise resourcefulness, tact and leadership in conducting studies, preparing and explaining recommendations and assisting in the actual implementation of revised or new programs and procedures.
  • Ability to establish and maintain strong working relationships and communication with all levels of City staff, contractors, other public bodies or agencies and members of the community. Capable of using tact and diplomacy when dealing with internal and external customers. Skill in communicating effectively through spoken and written word to a wide range of audiences.
  • Effectively prepare and administer the City or department budget. Develop, prepare, and present a variety of financial statements, reports, and evaluations. Monitor and assess fiscal activities, specifically budget related documents.
  • Competence in respecting, seeking to understand, and valuing individual differences to foster and support a diverse and inclusive workplace.
  • Visual acuity necessary to perform an activity such as: preparing and analyzing data, viewing a computer terminal, and extensive reading.
  • Ability to exercise sound judgment to solve problems, work independently and make appropriate decisions regarding work methods and priorities.
  • Ability to express or exchange ideas by means of the spoken and written word.
  • Possess knowledge of and ability to analyze, interpret or explain federal, state and local laws and regulations related to budgeting, accounting, and procurement.
  • Skill in effective prioritization and execution of tasks within time constraints or specific deadlines.
