Job Description
Job Summary

This position is responsible for performing routine tasks involved in the care and maintenance of City of Rockville parks, playgrounds, facilities, storm water systems, and rights-of-way. The work requires regular contacts with maintenance employees and with other City employees and periodic contacts with contractors and the general public. Incumbents work independently and work is subject to general supervisory review.Incumbents are required to work various shifts and overtime as needed.

Essential Job Functions

  • Operates push mowers, walk-behind mowers, riding mowers, line trimmers, edgers, blowers and other parks maintenance equipment.
  • Reports damage to facilities and equipment.
  • Removes trash, leaves, snow and ice from outside stairs, sidewalks, parking lots, bike and walking paths, etc.
  • Inspects and repairs playground equipment.
  • Power washes tennis and basketball courts, playgrounds and other amenities
  • Moves heavy supplies and equipment and climbs ladders in order to accomplish tasks.
  • Ensures proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
  • Operates hand and power spray equipment in the application of pesticides and herbicides.
  • Performs minor carpentry, electrical, mechanical and other maintenance and minor construction work.
  • Operates backhoe, skid loader, tractors, and mini excavator.
  • Installs Park benches, trash receptacles and other hardscape amenities
  • Performs required labor involved in the maintenance and repair of the City's parks, right-of-ways and storm water systems including leaf and snow removal.
  • Performs emergency inspections and repairs such as snow/ice removal, storm clean- up, etc.
  • Sweeps, shovels, rakes leaves, picks up litter and cuts, trims and loads brush, using hand or chain saws.
  • Assists and fills-in for other staff when necessary. Performs other duties as required.
  • Investigates and resolves various complaints filed throughout the City.
  • Mixes and applies chemicals and fertilizers.Waters, fertilizes, cultivates, trims, rakes and edges grasses, shrubs and trees.
  • Drives trucks of various sizes and weights in the loading, hauling, and unloading
  • Cleans and maintains parks, playgrounds, facilities, and rights-of-way and performs landscaping activities.
  • Picks up and disposes of trash around buildings and empties trash cans and recycling containers.
  • Operates and maintains equipment such as chipper, chain saw, stump grinder, zero turn mower, reel mower and numerous powered hand tools, etc.
  • Contacts residents and business owners in the area where services will be affected by work of general maintenance crew.
  • Follows and enforces recommended safety practices and uses appropriate traffic safety devices such as cones, arrow boards and flagging signs.

Qualifications

Education and Experience:

High school diploma; or three (3) years of progressively responsible work in the maintenance of parks, playgrounds, facilities, and rights-of-way; or any equivalent combination of education and experience.

Ability to work weekends, holidays, and overtime when required.


Special Qualifications:

Must possess a valid state driver's license

Successfully obtain your Commercial Driver’s License (CDL) learners permit within 6 months of hire and your CDL (class A or B) within 12 months of hire. If you possess a valid CDL at the time of hire, and demonstrate proficiency in meeting the required skill levels, you may be eligible to be hired above entry level.


As a condition of employment, all new hires, including part-time, temporary and seasonal employees, reporting to the worksite, as well as working remotely, are required to have received at least the first dose of the Moderna or Pfizer vaccine or the single dose of the Johnson & Johnson vaccine prior to their start date. New hires will be required to receive any additional doses (including the booster shot) of the COVID-19 vaccine in a manner and schedule consistent with the current CDC guidelines. Weekly COVID-19 testing will be required until fully vaccinated.

New hires, except individuals who have worked for the City any time after October 8, 2021, may submit a request for a religious or medical accommodation (exemption). All requests will be reviewed and evaluated on a case-by-case basis.

Knowledge, Skills, and Abilities

  • Ability to independently perform maintenance duties.
  • Knowledge of the methods and equipment used in parks, playgrounds, facilities, and rights-of-way grounds maintenance work and landscaping activities.
  • Ability to follow oral and written instructions.
  • Some knowledge of occupational hazards and safety precautions for the proper execution and usage of a variety of mowers and power tools.
  • Ability to read and interpret chemical labels, written instructions and operation manuals.
  • Ability to perform tasks, which involve prolonged standing, pushing, pulling, climbing, and stooping.
  • Ability and willingness to perform other duties as assigned; including but not limited to snow removal, storm debris clean up, assistance with special events and other emergencies at times other than regularly scheduled work hours.
  • Ability to handle and operate light and heavy hand and power equipment.
