Responsibilities

We are a non-profit 501(c)(3) looking for an attorney, CPA or enrolled agent to be the Director of a low income taxpayer clinic (LITC).Successful candidate will report to and later replace the Tax Clinic Director, who currently serves as a full-time volunteer.Clinic operates as an independent cost center within a small organization that also provides an immigration clinic, and food, recycled clothing & household goods, financial aid and other social services to those in need.

The tax clinic currently employs two non-credentialed staff speak Spanish, English as a second language and one part-time attorney.Job involves representing low income taxpayer before the IRS and various state tax agencies. Clinic is nationally known for it representation of non-immigrant agricultural workers with H-2A visas.Job requires applying annually for a federal grant for the LITC which provides up to $200,000 per year in funding and requires matching funds in cash or in-kind. Grant also requires semi-annual reporting of program accomplishments and use of funds.Details can be found on-line in IRS Publication 3319.For 2023, federal grant is $179,000.Cash match comes from non-federal grants and contributions - currently about $45,000 per year.In-kind matching comes from the value of volunteer services, currently provided by two volunteer CPAs, who support the LITC Program and a Volunteer Income Tax Assistance Program we operate.One of the CPAs volunteers full-timeand currently holds the position we are seeking to fill with a paid employee.He is the current Tax Clinic Director and will remain as a volunteer for the next few years.Fund raising and recruiting additional volunteers will be part of the new hire's responsibility. This is a public service position requiring someone who can work comfortably with foreign born clients, immigrants with and without legal presence in the U.S., refugees and other low income clients. Ability to speak Spanish highly desirable, but not essential.Duties will include writing federal grants and preparing/submitting required reports, implementing a case management system and training staff to use it, representing clients and overseeing non-credentialed staff who are working with and providing clients with tax preparation services, assistance with IRS/state examinations, audit reconsideration, collection alternatives and other tax related controversies. Job also includes being a Certifying Acceptance Agent for IRS Individual Tax Identification Numbers (ITINs).

Qualifications

Attorney, CPA or IRS enrolled agent. If attorney, admitted to bar and able to obtain Idaho license. If CPA, licensed to practice in Idaho or obtain reciprocal Idaho license. Excellent verbal and written communication skills. Bi-lingual, Spanish speaking highly desirable, not essential. Proficient in word processing, spreadsheets and presentation software. Experience using case management software desirable. .
