THE POSITION
The State of Connecticut’s Office of Policy and Management (OPM) is currently seeking a qualified individual for the position of Lead Planning Analyst- Autism Services in our Health and Human Services Policy and Planning Division (HHSPPD).

HIGHLIGHTS

ABOUT US
OPM reports directly to the Governor and provides information and analysis that the Governor uses to formulate public policy for the state. OPM also assists state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. OPM prepares the Governor’s budget proposals; implements and monitors the execution of the enacted budget; and oversees the executive branch agencies that report to the Governor.

YOUR ROLE
In OPM’s role as lead agency responsible for the coordination of autism services and supports across state agencies, school districts and community organizations, this new position will work closely with the Policy Development Coordinator, the Senior Policy Advisor to the OPM Secretary and OPM budget team to assess and evaluate current programs, policies and potential gaps across the autism service continuum. This includes landscape analysis of the current continuum of autism services and supports, formulation of policy recommendations and measurements, conducting policy research, convening/supporting stakeholder working groups, providing staff support to the Autism Council, exploring federal and private grant opportunities, working with the General Assembly to advance key Administration priorities and helping to implement new laws, budget and policy decisions with respect to autism supports.

In this role, you will work with representatives of state agencies, nonprofit organizations and private providers, and advocacy organizations. OPM is a dynamic agency at the center of all State government activities being responsible for development of the Governor’s budget and planning and coordination across all State agencies on a variety of issues affecting Connecticut residents. The HHSPPD within OPM is an exciting Division to work in that addresses a myriad of health and human services issues.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for acting as a working supervisor for Planning Analysts engaged in planning, monitoring and evaluating programs.

DEPARTMENTS OF CHILDREN AND FAMILIES, DEVELOPMENTAL SERVICES: This class may be used as a network planner accountable for programs and plans within a specific geographical region.

DEPARTMENT OF PUBLIC HEALTH, OFFICE OF POLICY AND MANAGEMENT: This class may be used as the primary planner accountable for a large statewide planning effort coordinating work activities of state, regional or municipal agencies and resolving interagency policy issues.

EXAMPLES OF DUTIES

In this position the incumbent will perform the following duties:
  • Provide policy research and legislative support to the Health and Human Services Policy and Planning Division;
  • Perform related duties as required by the Health and Human Services Policy Development Coordinator or Senior Policy Advisor to the OPM Secretary.
  • Monitor progress of the Administration’s priorities, and state agency legislation as well as other legislation that will impact individuals on the autism spectrum; examples of this include, following legislative committees and workgroups, participating in planning and program design meetings with state agencies, tracking policy changes or administrative actions
  • Research policy trends and best practices at the local state and national levels;
  • Analyze impact of services and provide feedback, policy recommendations and programmatic improvements across the service continuum ;
  • Provide project management and oversight of the completion of statutory studies and reports; and
  • Coordinate, plan and evaluate service delivery across multiple state agencies to support individuals on the autism spectrum and family caregivers;
  • Serve as dedicated staff to the Autism Spectrum Disorder Advisory Council. Duties include: preparing meeting agendas, scheduling meetings, facilitating presentations from agency representatives and other experts, preparing minutes, and maintaining the Council website;
  • Draft reports, policy briefs, presentations, and talking points on policy proposals related to autism services and the implementation of current initiatives;
  • Respond to requests for information from stakeholders, the public and policymakers

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of principles and practices of state and regional planning and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; oral and written communication skills; considerable ability to analyze policy; ability to interpret and evaluate research data; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in planning at the level of Planning Analyst.

Note: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large scale corporation which has branch or satellite facilities. Candidates must perform these types of planning duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have the following:
  • Demonstrated experience with state and federal policy formulation, legislative processes, and ability to represent OPM before legislators, stakeholders, and policymakers;
  • Significant experience working with Autism services, Autism spectrum disorder, public health issues, state public assistance programs (e.g., Medicaid, supportive housing);
  • Experience effectively working with and building consensus from diverse opinions and stakeholder groups and synthesizing the results;
  • Demonstrated experience reading and interpreting legislation, regulations, policy proposals and reports; and
  • Demonstrated experience evaluating policy and programs, recommending and coordinating policy development activities, and drafting and presenting reports;
  • Experience leading and providing staff support for working groups, taskforces or committees.
  • Experience with analysis and research;
  • Advance competency in the range of Microsoft office suite products (e.g. advance excel, PowerPoint tools, Outlook calendar, Teams and task functions, etc.);
  • Experience collaborating and communicating with both internal and external partners;
